About the Position: You will perform as the Area/Resident Office Senior Construction Representative, responsible for assigned functions of contract administration, management and Quality Assurance for military, civil and environmental construction projects located within the assigned area.
Duties
Perform the full range of field duties including construction management, quality assurance, and safety monitoring functions for MEGA Civil and Military Construction projects.
Review plans and specifications prior to contract advertisement to determine practicability from construction viewpoint, whether physical obstructions or other difficulties have been anticipated, and whether materials selected are readily available.
Observe and investigate construction at all stages to identify conflicts and/or problems and takes timely corrective action.
Mentor and train Junior Construction Representatives.
Observe, inspect, investigate, and report all construction phases to ensure compliance with contract specifications and drawings, Scope of Work (SoW), and approved shop drawings and submittals.
Serve as the Area/Resident Office Collateral Duty Safety (CDSO) and ensures strict adherence to safety provisions of the contract and have delegated responsibility for detecting and correcting unsafe conditions.
Review contractors partial pay estimates for items of work. Monitors the contractor’s schedule and uses contractual actions to address contractor schedule problems and slippages.

To qualify at the GS-12 grade level, you must have:
Specialized Experience: One year of specialized experience which includes observing, inspecting, investigating, and reporting all construction phases to ensure compliance with contract specifications and drawings, Scope of Work (SoW), and approved shop drawings and submittals; reviewing and monitoring preliminary and final plans and specifications for biddability, constructability, operability, environmental and sustainability (BCOES); performing Quality Assurance (QA) for military, civil and environmental construction projects located within the assigned area. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
