Duties
The role serves as Local Housing Officer, the responsiblities in the administration, operation and management of the Coast Guard Leased and Owned Housing programs, Unaccompanied Personnel Housing (UPH) barrack management. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:- Supervising military and civilian housing staff.- Developing or directing preparation of plans, procedures, and instruction related to the inspection of housing facilities.- Preparing correspondence, technical reports, status reports and schedules as required to implement and complete project assignments.- Planning, assigning and reviewing work products, establishing branch priorities and goals.- Developing management plans, directives and procedures concerning the operation and utilization of housing assets, planning, scheduling, and coordination of all major activities for housing projects and facilities associated with the housing program.- Managing the leased housing program by locating adequate housing, conducting negotiations and formulating contracts.- Implementing and developing housing related procedures and occupant responsibility instructions for owned, leased and unaccompanied housing.- Controlling and arranging for the repair, storage and distribution of equipment and furnishings and the programming of fund for their replacement.- Resolving a variety of housing problems by assembling facts and evaluating information.

Qualifications
GS-11: Applicant must have one year of specialized experience equivalent to the GS-9 grade level (in the Federal sector). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: developing guidance/implementing instructions for local housing officers and activities; conducting long range planning activities for owned/leased housing facilities; evaluating housing program objectives and identifying the most economical/efficient management practices to use; conducting/developing management studies to determine funding/material requirements for the management/utilization of housing assets. OR at least one of the following if using education to qualify at this grade level:(A) a Ph.D. or equivalent doctoral degree;OR(B) 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Housing Management.OR(C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
