The primary purpose of this position is: To serve as the senior budget analyst for the Group's budget office, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets and economic and cost analysis studies for substantive programs and support activities.
Duties
Serves as a senior specialist in budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for assigned organizations/programs into a consolidated budget request.
Expert in budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds.
Provides advice, assistance, and guidance on budgeting and related information.
Conducts analyses, reviews, and special studies of budget and/or related information.
Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs.
Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.
This position is a developmental GS-07 Target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE GS-07: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes supporting/assisting higher level analyst with financial and budget related duties.
SPECIALIZED EXPERIENCE GS-09: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing financial planning and execution, formulation, justification and administration for programs and support activities.
SPECIALIZED EXPERIENCE GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets and economic and cost analysis studies for substantive programs and support activities.
SPECIALIZED EXPERIENCE GS-12: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes includes performing a variety of budget functions involving formulation, execution and/or analysis of budgets for programs and/or support activities. Compiling, consolidating, interpreting, and summarizing program/project budgetary data for preparation of supportive documentation and budget estimates. Providing support and guidance on analysis to other budget personnel and functional contacts in serviced organizations. Reviewing budgetary actions submitted to ensure compliance with budgetary policies and guidelines in a timely manner.

OR
EDUCATION GS-07: 1 full year of graduate level education or superior academic achievement.
EDUCATION GS-09: Successful completion of a master's or equivalent graduate degree or have successfully completed two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., which is related to the position from an accredited university or college. This education demonstrates the knowledge, skills, and abilities to successfully perform the duties of this position and is related to the duties of this position.
EDUCATION GS-11: Successful completion of three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. This education includes one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours is considered as satisfying the one year of full-time study requirement.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience that provides the knowledge, skills and abilities necessary to do the work of the position.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and
execute assigned budget accounts.
Knowledge of mission areas, functions, goals, objectives, work processes, and sources of funding pertinent to organization's programs.
Skill in the application of analytical methods and techniques to analyze and evaluate the effects of changes in program plans and funding.
Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
