The primary purpose of this position is to serve as a budget analyst in the National Museum of the United States Air Force (NMUSAF), performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets and economic and cost analysis studies for complex programs and support activities.

Duties

Performs complex budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for the NMUSAF Performs complex budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operations; and refunds Provides advice, assistance, and guidance on budgeting and related information

  • This is a Financial Management level 3 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements
  • Selectee may be required to serve a probationary or trial period
  • Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in providing financial decision support and perform a variety of financial management functions involving the planning, programming, formulation, justification, execution, and analysis of budgets and economic cost analysis studies. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of multiple budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to the AF, AFMC, and the National Museum of the USAF. Skill in the application of analytical methods and techniques, mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses. Skill in developing and implementing guidance that considers various disciplines, such as program managers, contractors, and museum professionals for purposes of meeting program objectives. Ability to communicate effectively, both verbally and in writing, clearly, concisely, and with technical accuracy. Ability to manage several projects simultaneously. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
