This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)
This position is part of the Human Resource Office, District of Columbia National Guard under Position Description Number NGT5025000.

Duties
This position is located in a State Human Resources Office servicing both Army (ARNG) and Air National Guard (ANG) full-time personnel. The purpose of the position is to serve as a human resources advisor and technical specialist for employee relations, employee benefits, performance management, and compensation. Utilizes advanced knowledge of a variety of human resources management functions in coordinating actions for these programs. Oversees or accomplishes work through the use of a variety of automated personnel systems and programs. Manages, administers and provides advice on such programs as life and health insurance, leave, Thrift Savings Plan (TSP), Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), Long Term Care, and the Federal Employees Compensation Act (FECA). Counsels' personnel on such matters as pre-retirement, obtaining professional health/mental assistance, leave usage and situations of potential FECA abuse.
Duties
Reviews performance standards and appraisals for regulatory compliance and analyses for trends and problem issues such as disciplinary, impact on employee morale, supervisor/managers responsibilities and legal implications. Provides coaching and counseling to managers and supervisors on performance issues such as performance improvement plans, recognition techniques and feedback on establishment of critical elements and standards. Participates as a strategic partner to resolve performance problems.
Conducts reviews to promote the effectiveness of the program and its goals. Maintains a current knowledge of legislative development, agency reorganizations and other pertinent activities that may have an impact on management and employees. Provides technical guidance and assistance in the development and implementation of benefit program changes and open seasons.
Provides advice and recommendations to managers on issues that are sensitive, serious or controversial pertaining to appropriate disciplinary or corrective actions. Researches and reviews documentation for alternative approaches to resolving problems. Assists management in the preparation of correspondence and documentation for disciplinary and adverse actions such as letters of reprimand, suspension, removal, change to lower grade and appeals. Provides information to management and employee on rights and obligations.
Initiates and accomplishes coordination with other HRO Specialists, NGB, Hearing Examiners, Union representatives, management and employees on performance based appeals.

Requirements
- Incumbent must be able to obtain and maintain a SECRET security clearance.

GENERAL EXPERIENCE Work performed in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services. Ability to deal effectively with key management officials on highly controversial employee issues and decisions.Ability to develop and present employee programs and policies to management and employees to gain acceptance and understanding of findings and recommendations.
SPECIALIZED EXPERIENC 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position.

There are no specific educational requirements for this position. However, substitution of Education for Specialized Experience is allowed.
