This Program Support Assistant (OA) position is located within Primary Care Service for the Employee Occupational Health (EOH) Section at Audie L. Murphy VAMC in San Antonio, Texas.

Duties

Duties may include but are not limited to: Program Management and Quality Improvement Under the oversight of the Occupational Health Section Chief and Administrative Officer for Primary Care Service, the incumbent develops and executes any and all administrative functions within the Employee Occupational Health (EOH) Section. This includes interpreting administrative policies and requirements, defining administrative requirements, and providing guidance and advice to management on such requirements. Incumbent has significant responsibility to assure that administrative and business operations are executed efficiently and effectively in support of the agency's mission to provide exceptional care to employees as well as ensure employee safety in the workplace. The incumbent's responsibilities encompass a complete range of issues, from routine administrative issues to extremely complex issues involving numerous organizational components. Judgment based on administrative health care knowledge, experience and precedence must be utilized when applying policies, directives, manuals, standards, etc., to the operations of EOH. The incumbent is regularly called upon as a reference point by various staff members regarding a broad range of administrative and operational management matters. The incumbent must exercise excellent judgment in settling priorities to avoid conflicts and ensure a smooth workflow. The incumbent will provide positive direction and leadership for facility staff to obtain the support and cooperation necessary for the completion and the effective performance of all the responsibilities of this position. Incumbent is responsible to develop, implement, maintain, apply, and continuously improve infrastructure (processes, policies, tools, etc.) for effectively managing administrative and business operations within the Primary Care Service and Employee Occupational Health Section. Examples include systems for proactively monitoring and managing the section's administrative activities (suspense management, policy management, development of a training program for EOH, ensuring training assignment compliance and competencies, labor mapping, reporting requirements, personnel management, etc.) and business operations (clinical scheduling and staffing, clinic utilization, consult management, employee flow and access, encounter completion, coding and documentation, resource management, clinic set up and management, program compliance monitoring, process improvement initiatives, etc.). Data Management and Reports Independently, the incumbent will proactively and systematically develop, gather, collate, manage, analyze, interpret, and present data regarding the section's operations to facility and/or VISN leadership. Incumbent is responsible for overseeing all the administrative requirements of the VHA Seasonal Influenza Vaccination Program and employee COVID case tracking, including daily data management, report compilation, and analysis. Action is often required based on the compliance data analysis. The incumbent is also responsible for analyzing outstanding tasks within USA Staffing and LEAF systems to ensure efficient applicant onboarding. Incumbent serves as data management expert for the section and consults with Administrative Officers, Executive Assistants, Service Chiefs and Executive Staff as requested. Incumbent uses multiple databases from such sources as: VHA Veterans Information Systems and Technology Architecture (VISTA), Occupational Health Record Keeping System (OHRS), Light Electronic Action Framework (LEAF), USA Staffing, and Joint Legacy Viewer (JLV). Privacy and Information Control Incumbent serves as Records Liaison for EOH and is the subject matter expert regarding employee medical record privacy regulations. In this role, incumbent must maintain utmost confidentiality of thousands of employee medical records, perform records inventory and disposition, release medical records as appropriate, and engage in privacy audits. The Records Liaison routinely communicates with the compliance office and Privacy Officer or designee and provides training to EOH staff regarding privacy requirements. Incumbent provides administrative expertise and support to program coordinators in their duty to maintain compliance with accreditation standards established by the Joint Commission and other relevant regulating bodies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of computer systems, including office software packages; Run reports; Knowledge of data and information management; Knowledge of methods and tools for effectively interpreting and presenting data compilations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
