This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. This position is for DISA White House Communications Agency at Bolling AFB, Washington D.C. This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f.

Duties

Manages priorities of personnel assignments, counsels and mentors personnel in professional development, and ensures proper training and professional development levels. Provides direct supervision and management for 6 branches. Ensures WHCA and VIC’s strategic plan, mission, vision and values are communicated and integrated into the strategies, goals, objectives, work plans and work products and services. Develops and maintains work processes, coordinates plans, and assigns tasks in order to execute the DMC mission. Performs duties as Contracting Officer Representative (COR), for contracts over one million dollars, supporting production requirements, managing the agency’s enterprise multi-function printers and digital press equipment for heavy volume printing. Designs and engineers custom-made and made-to-order artifacts with 3D Printer technology after developing understanding of subject matter and overall communication objectives to produce the required multimedia product(s). Directly controls all equipment in the assigned graphics suite, performing such operational functions as digital reproduction, original artist design, animation and the creation of complex multi-layer digital video effects. Selects appropriate images, determines the sequence of images, and participates in the final assembly of the finished product.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. or Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes planning the preparation and use of photographs, illustrations, drawings, and other art work, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means. Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience using artistic ability to produce high quality graphic images and/or computer 3D animation for broadcast or publication AND experience creating custom made artifacts using 3D printer technology. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).
