Qualifications

In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below:
To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as directing infrastructure drinking water or wastewater public water system loan programs or projects (e.g., clean water revolving funds, drinking water, etc.); evaluating and interpreting policies and projects related to water systems; and collaborating with a variety of internal and external stakeholders to resolve water system policy issues.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Ability to serve as an authority in developing new approaches and theories in policy development and implementation.
Knowledge of the principles, theories, and practices of water infrastructure.
Ability to analyze organizational needs.
Ability to direct individuals to accomplish organizational goals and priorities.
Skill in developing short-and-long-range plans.
Ability to develop federal regulations establishing environmental and public health goals under environmental statutes administered by EPA.
Ability to coordinate senior leadership direction of an environmental program.
Skill in oral communication.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Social Scientist - You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in behavioral or social science, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed; OR four years of experience that demonstrate you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major, as listed.
