You will serve as a SUPERVISORY PROGRAM ANALYST (FUELS DISTRIBUTION) in the AIRFIELD OPERATION DIVISION, FUEL BRANCH of MARINE CORPS AIR STATION, NEW RIVER.

Duties

You will prepare detailed plans and perform work measurement, methods and procedures, benchmarking, and time engineered studies for substantive ground and aviation fuel management processes. You will develop processes and procedures and formulate recommendations and alternate contingency plans and policy changes for the optimum effectiveness of fuel distribution. You will develop methods and procedures for improving workflow, documenting processes, eliminating unnecessary tasks, or automating processes. You will perform duties covering a full range of technical input and oversight tasks related to fuel receipt, storage, issue, environmental compliance and safety. You will plan and organize work and manages positions to ensure maximum productivity.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Develop processes, recommendations, and/or policy changes to increase fuel distribution effectiveness; communication and organize work and manage subordinate positions to increase productivity; and preparing and delivering briefings to management regarding findings and/or providing solutions to identified problems. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • I have successfully completed a Ph.D. or equivalent doctoral degree OR
  • I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR
  • I have successfully completed an LL.M. degree that is related to the position being filled.
