This vacancy is for a Telecommunications Specialist in the National Telecommunications and Information Administration within the Department of Commerce.

Duties

As a Telecommunications Specialist, you will perform the following duties: Represents the United States within ITU-R sector (study groups) as a recognized expert on matters related to terrestrial spectrum management policy and regulations. Represents the agency at U.S. preparatory meetings and international meetings for regional organizations such as the Inter-American Telecommunication Commission (CITEL) in a leadership capacity. Represents the agency within the Radio Conference Subcommittee of the Interdepartmental Radio Advisory Committee in preparation for ITU World Radiocommunication Conferences (WRCs) and coordination of federal agency preparations. Represents the agency or the United States within other international fora as required. Supports spectrum management authority in the preparation and approval of studies in support of terrestrial international spectrum issues that are made available to other technical and scientific groups and agencies. Serves as a key advisor on specific matters concerning international aspects of spectrum management involving government radiocommunications regulatory policies, technology and international procedures. Serves as a consultant to representatives and managers outside of the immediate organization on unusually difficult and controversial international terrestrial spectrum matters where the opinion of a spectrum management expert of high repute and unquestioned competence is considered vital. Applies comprehensive knowledge of telecommunications/engineering in general, as well as expert knowledge in his/her subject matter area to provide advice and guidance in resolving technical and policy problems, developing new techniques and approaches, and settling controversy. Assists the Terrestrial Team in performing a variety of duties related to the analysis, review, and formulation of telecommunications policy. The assigned work may involve any segment of the organization's policy management functions. Coordinates group activities. Presents those views and documents internationally. Builds support for those views and documents from other countries. Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ OPM QUALIFICATION STANDARDS: In accordance with the Telecommunications Series 0391 series Individual Occupational Requirements, in conjunction with the OPM Standard for Group Coverage Qualification Standard for Administrative and Management Positions. Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as: Leading teams and/or projects on communications and information policy issues related to legislative and regulatory events related to international telecommunication union regulations for terrestrial systems; Developing and coordinating responses to policy inquiries or proposals and communications related to international telecommunication union regulations for terrestrial systems; Evaluating and analyzing current programs and policies to resolve problems related to spectrum management and terrestrial radiocommunication systems; Drafting, editing, and publishing major reports; and Interacting with the public, presenting proposals, making recommendations, and providing guidance to management regarding information and communications technology, related to international telecommunication union regulations for terrestrial systems issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
