The position is located within the Veterans Health Administration (VHA), Office of the VHA Chief of Staff (VHACOS) in Washington, DC. The Supervisory Program Specialist - Legislative is the Program Manager for VHA legislative activities and is the advisor to the VHA Chief of Staff, the Deputy Chief of Staff (DCOS), and the Executive Assistant to the VHACOS on legislative and congressional issues.
Duties

The major duties include but are not limited to:
Provides executive support and leadership for VHA legislative activities and in consultation with the executive staff and key offices within VHA, VA Offices of Assistant Secretaries, Office of General Counsel, congressional offices and committees, other Federal Agencies, and a wide variety of external groups and organizations on legislative and congressional issues;
Coordinates the analysis, review, and clearance of legislative proposals and bill reports and participates in the development of and provides technical assistance for proposed health care legislation;
Develops, staffs, and obtains concurrence on VHA's legislative agenda and provides oversight of and review of VHA employee participation in the legislative process;
Advises the Executive Assistant, the VHA Deputy Chief of Staff, and the VHACOS and other senior VHA officials on the full spectrum of issues that confront the largest integrated health care delivery system;
Serves as the VHA Congressional liaison with the Office of Management and coordinates briefings and requests for information from Appropriations staff, including review and clearance of informational documents;
Oversees and coordinates VHA legislative hearings, including identification of witnesses, drafting of formal views in testimony, coordinating the development of cost and policy impact statements, preparing witnesses for appearances at hearings, and coordinating post-hearing deliverables;
Oversees and coordinates VHA's development of formal statements and testimony for Congressional hearings led by VHA witnesses;
Drafts and composes congressional testimony, prepares briefing books, and provides reports and other documents on a wide spectrum of issues (may be extremely sensitive) for a wide variety of audiences and occasions;
Monitors and responds to congressional hearing inquiries and deliverables such as questions for the record (QFRs) and ensure timely responses are adhered to;
Supervises the administrative and management functions of the Legislative Affairs Team through the direct supervision of Legislative staff members;
Exercises supervisory authority and responsibilities to include but not limited to provides administrative and technical supervision necessary for accomplishing the work of the unit; plans and schedules work to subordinates; gives advice and counsel to subordinates on work and administrative issues; makes selections for subordinate positions, approves funding for promotions, within-grade increases, overtime/compensatory time; identifies and arranges for the development and training needs; develops performance plans, etc.; and,
Performs all other duties as assigned.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm.

Qualifications
To qualify for this position at the GS-14 level, you must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the federal service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of a Supervisory Program Specialist - Legislative, and that is typically in or related to the work of the position to be filled. Specialized experience includes lead or supervisory experience such as directing the work of subordinates, managing performance, handling employee complaints, reviewing training needs, etc.; directing a highly technical and complex administrative program for the laws and regulations of the organization; monitoring and responding to hearing inquiries and deliverables such as questions for the record and ensuring timely responses; drafting and composing testimony and preparing briefing books; providing reports and other documents for a wide variety of audiences; advises senior officials/leadership on policies and regulations. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates, AND hours worked per week.

Physical Requirements: Subject to the physical demands of the normal office environment. Travel may involve up to 5% of time for the person in the position. Work is performed primarily in an office setting.
