This position is located in a Pittsburgh, PA district office within the Office of Federal Contract Compliance Programs (OFCCP). The purpose of OFCCP is to enforce, for the benefit of job seekers and wage earners, the contractual promise of affirmative action and equal employment opportunity required of those who do business with the Federal Government.
This position is established as the Assistant District Director (ADD).
This position is outside of the bargaining unit.
Duties
GS-13:
The incumbent assists the DD in planning, prioritizing, directing, and assigning work, collaborating with peers and subordinates, including all fiduciary responsibilities, to achieve OFCCP'S mission. In the absence of the DD, the ADD may serve or act in that capacity.
Prepares cases for scheduling and assignment and is responsible for case processing and quality.
Within national office (NO) and RO guidelines, ensures that professional staff conducts detailed and comprehensive analyses of federal contractors' affirmative action plans, total employment procedures, and practices to determine responsiveness to federal procurement and EEO laws, executive orders, policies, rules, and regulations.
Directs and participates in complex investigations and may personally attempt to conciliate complaints of alleged discrimination in employment by federal contractors.
Directs and participates in complex pre-award compliance reviews.
Oversees and personally negotiates adjustment of contractor employment policies and practices that are not responsive to equal employment opportunity (EEO) provisions of federal contracts including drafting conciliation agreements and letters of commitment.
Oversees and personally negotiates and develops conciliation agreements with contractors found in violation of the regulations. Monitors contractors' conciliation agreements and consent decrees.
Participates in negotiations and other matters relating to the resolution of discrimination violations.
Develops cases for which administrative and/or judicial actions are appropriate and recommends these actions to the DD for disposition.
Prepares periodic and special reports on operational performance for higher authority (DD, director of regional operations (DORO), deputy regional director (DRD), regional director (RD), and the NO) as appropriate. This includes briefings with recommendations on problem cases.
Assists the DD in managing the efforts of a staff of compliance investigators and maximizes their utilization through effective work assignments, while at the same time effectively controlling administrative expenses. Assists the DD in managing and controlling administrative expenses of the office.
Serves as a subject matter expert during the development of NO courses.
Monitors staff development, including identifying skills gaps, and ensuring staff attends and successfully completes required NO training courses consistent with developed Individual Development Plans.
Assists the DD in hiring new compliance investigators incorporating the core competencies identified in the Equal Opportunity 'Investigator Competency Model into the position descriptions and qualification standards used in the selection process.
Performs supervisory duties at least 25% of the time.
Performs other duties as assigned.

Qualifications
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service or private sector. Desired experience: investigating, team leading, interviewing, analyzing data, and evaluating compliance with regulations. Examples of specialized experience include:
- Experience in analyzing and/or investigating compliance with federal, state, and/or local government laws and regulations (e.g., employment discrimination, labor standards, safety, and health, etc.).
- Experience in conducting and/or participating in interviews, negotiations, and conciliation to resolve noncompliance with federal requirements.
- Experience in developing, planning, and coordinating outreach activities and/or educational opportunities with organizations to effectively communicate requirements and guidance.
- Experience working collaboratively with diverse stakeholders to achieve organizational goals and developing strategies in investigating employer compliance with local, state, and federal laws.
