Duties

Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- Must possess and maintain a current American Heart Association or American Red Cross certificate (card) in Basic Life Support (BLS) for Healthcare Provider Course.

Qualifications
IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.

DUTIES:
As a HEALTH TECHNICIAN (D1243000),GS-0640-8, you will provide assistance in the administration of comprehensive Joint Forces Headquarters-State (JFHQ-S) Occupational Health/Industrial Hygiene (OH/IH) Programs.
PHYSICAL DEMANDS:
The work involves moderate physical exertion which includes carrying equipment, climbing, standing, walking, and bending. Assignments may require use of personal protective equipment (PPE), long periods of standing, walking, recurring bending, crouching, stooping, stretching, reaching, or similar activities; occasional lifting of moderately heavy items up to 50 pounds. The work may require specific physical standards and above average agility and dexterity.
WORKING ENVORONMENT:
Incumbent may be exposed to various unpleasant and potentially hazardous conditions during inspections (e.g., noise, toxic chemicals, heat, radiation and biological hazards). Use of appropriate personal protective equipment (PPE) is required during site visits to areas containing specific hazards IAW federal/military regulations and standards.
QUALIFICATIONS REQUIRED:

SELECTVE PLACEMENT FACTOR:

GENERAL EXPERIENCE:
Experience, education or training which indicates the candidate has knowledge of, and skill in applying, a comprehensive body of rules, procedures, and operations in support of Occupational Health/Industrial Hygiene (OH/IH) Programs; making recommendations to improve procedures; working with medical records; planning, organizing and maintaining registries.
SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year at next lower-level GS-07 or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as providing assistance in the administration of the JFHQ-S Occupational Health/Industrial Hygiene (OH/IH) programs in support of the Medical Surveillance, Respiratory Protection, Industrial Hygiene, Hearing Conservation, Vision Conservation, and Bloodborne Pathogen Programs; assisting in the scheduling and coordination of occupational health related physical examinations for military/civilian personnel; responsible for managing, preserving, and use of medical records IAW the Privacy Act of 1974; managing the JFHQ-S Department of Defense (DoD) Occupational Environmental Health Readiness System-Hearing Conservation (DOEHRS-HC) Program; obtaining and maintaining DOEHRS-HC Bi-Annual Compliance Reports; ensuring all full-time employees assigned to hazardous noise positions are enrolled in the Installation Hearing Conservation Program for testing and monitoring and receive services and training; ensuring vision screenings are conducted IAW the Army Vision Conservation and Readiness Program (VCRP); performing/coordinating calibration of medical screening equipment; operating and maintaining OH/IH field and laboratory instruments and other medical equipment; assisting the OHN with implementation of comprehensive OH/IH Programs.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for 3 months of specialized experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Courses must be directly related to the work of the position.
Copy of official/student transcripts showing conferred Degree must be included in order to receive credit for education.
