Duties

As a Management and Program Analyst you will: Oversees the development of action plans that ensure leadership priorities and performance metrics are implemented in a manner that maximizes effectiveness. Communicates both internally and externally to convey strategic HRO direction for business operations and coaches subordinate staff members on effective communication with HRO business operations partners. Monitors and manages performance against these agreements. Works in cooperation with the Deputy Director, OMA and business operations personnel to coordinate cross-functional service offerings and to ensure client experiences are consistent across organizational lines. Directs activities to build partnerships with internal stakeholders through effective communication, mutual respect, and applicable guidance when indicated. Provides guidance in planning, evaluation, and legislative aspects of the human resources management program. Advances program objectives through application of sound planning and evaluation concepts and practices and recommends meaningful changes in planning. Provides expertise in establishing a human capital accountability system framework for the deliberate management of human resources and human resources development. Troubleshoots and consults with leadership on any management issues that may have CDC-wide impact. Formulates definitive OMA recommended positions in identified areas. The issues are often complex, may cross Center, Institute, Office (CIO) lines, and require careful study to find innovative solutions that consider the total personnel management needs of complex, dynamic, and new organizations. Reconciles conflicting technical viewpoints and explores alternative courses of action to accommodate management needs. May resolve controversial, complex, and difficult management issues. Provides technical assistance, consultation and solutions to problems typically referred by human resources specialists and management officials.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-9 grade level, which must include the following experience: evaluating the effectiveness of administrative and program operations and preparing reports. OR Have a Ph.D. or equivalent doctoral degree; or three (3) full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related, from an accredited college or university. OR Have a combination of graduate level education and specialized experience as described above that meets 100% of the qualification requirements for this position. To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: utilizing qualitative and quantitative analysis to review and evaluate administrative operations. To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: ???????in improving program processes and systems, assessing program operations, resolving problems, and coordinating all property related tasks and projects for the organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ??????? Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval.
