The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 10 countries. This position is located in the finace section of ABMC Headquarters. Responsibilities include ensuring policies, procedures, and guidelines are current and consistent with the Federal Travel Regulation (FTR), Foreign Affairs Manual (FAM), and Department of State Standardized Regulations (DSSR) pertaining to travel.

Duties

Provide employees and division with guidance and recommendations for routine and special travel cases. Develop and deliver travel training sessions and develop travel reference material for the agency. Serve as the first line response to new and existing employees (GS and FSN) for the travel process, advises customers on all aspects of these processes, including but not limited to CONUS and OCONUS TDY travel, educational travel, use of foreign carriers, and the Fly America Act. Responsible for the issuance of timely and accurate Permanent Change of Station (PCS), Renewal Agreement Travel (RAT), and Educational Travel authorizations using various agency forms, the financial management system and/or the eTravel system. Work with Human Resources and with Interior Business Center (IBC) on all aspects of PCS travel, including shipment of unaccompanied baggage and household effects, country restrictions, privately owned vehicles (POV), high value items, consumables, and long-term storage.

Qualifications

Specialized Experience: For the GS- 09 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-07); or its non-Federal equivalent that demonstrates: applying laws, regulations and practices to perform a wide variety of administrative support functions; coordinating travel arrangements; maintaining records, utilizing databases, reconciling records and generating reports; investigating/resolving issues and taking corrective actions; communicating effectively with a variety of individuals; experience providing recommendations on transportation and travel related cost benefit and economic evaluations; and experience interpreting and analyzing new legislations, Federal Regulations and policies to ensure requirements reflect in transportation and travel programs manuals. OR Educational Substitution: Have a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education or a LL.B. or J.D., leading to such a degree from an accredited college or university, which provided the knowledge, skills, and abilities necessary to do the work of this position. Such education must have provided the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts. OR Combination Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-0301 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.
