The primary purpose of this position is to serve as Assistant Chief for Fire Prevention planning, directing, and coordinating all activities of the technical services program including a comprehensive inspection program of all on-base facilities to detect and eliminate hazards in a high fire expectancy area, and a base-wide population motivation training program in fire prevention. Supervises a small subordinate staff (typically less than 5 positions with at least one civilian).

Duties

1. This position will support the Federal Government's response efforts to COVID-19. 2. As the Assistant Chief of Technical Services, participates in the administration and planning of a comprehensive fire prevention program at the installation. Manages the Hazard Assessment Inspection Program, Public Fire Prevention and Education Program, Fire Protection Engineering, and Extinguisher Maintenance Program. 3. Plans, administers, and supervises the fire prevention education program. Coordinates public relations activities and uses the news media to promote fire safety. Directs or provides demonstrations and lectures to groups or organizations. 4. Reviews construction and modification plans, confers with engineers, and provides technical/functional assistance on fire prevention and building design criteria. Uses building codes and various manuals and specifications, prepares reports, conducts fire investigations, evaluates hazardous conditions, and provides recommendations to correct hazardous conditions. 5. Performs supervisory personnel management responsibilities for a small subordinate staff with at least one civilian position. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

• This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug testing program.
• Government vehicle operator's license required. An appropriate, valid driver’s license is required. Position requires the ability to discern colors, contrast, and depth for ability to drive on the airfield.
• Assistant Chief for Fire Prevention is utilized to fill in for the Assistant Chief for Operations position as needed. Works a standard 60-hour week as scheduled in support of Operations section.
• Position requires initial and annual occupational physical IAW the current National Fire Protection Association Standard 1582, Standard on Occupational Medical Program for Fire Departments and the associated Air Force Technical Implementation Guide.
• Work environment may include outside work and inside work, excessive heat and cold, dust, smoke, water, fumes, slippery or uneven walking surfaces, above or below ground, and irregular hours of work; i.e. day and or night.
• This position is designated as a key position IAW AFI 36-507. Duties of this position include position are essential to the accomplishment of wartime/contingency operations.
• Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
• This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
• IAW, DoDI 3020-42, Defense Continuity Programs. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

Qualifications

Conditions of Employment continued May be required to work in the Emergency Operations Center when needed. Subject to recall. May be required to perform Government Purchase Card Billing Official duties. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of creditable specialized experience includes: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention.
