The primary purpose of this position is to serve as the Fire Chief, responsible for the overall management and supervision of the fire protection/crash rescue and fire prevention program for the base.

Duties

Plans, organizes, and oversees the activities of the Fire Protection Flight. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Represents the Fire Protection Flight with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with personnel, manpower, other staff officials and municipal and other federal fire departments. Assumes full charge at crashes, fire or emergency situations, directing activities and personnel, transmitting instructions to Assistant Chiefs on the scene or other personnel as to the procedures to be followed. Determines need, budgets for and recommends acquisition of additional and/or different fire protection, firefighting and specialized equipment, contract services, formal training, etc. This position will support the Federal Government's response to efforts to COVID-19.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position is designated as a key position IAW ARF 40-910. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternatives for filling of the position during an emergency are not available.
  • Incumbent is required to work a 60-hour week that consists of one 24-hour shift and four nine-hour days each week in direct mission support of operations to meet requirements outlined
  • in the National Fire Protection Association (NFPA), OSHA, and DoD standards that requires that trained and certified personnel be assigned to perform the critical role as Fire Department Incident Safety and Accountability Officer
  • Required to participate in a physical fitness program and pass an annual physical.
  • Incumbent is on call 24 hours a day, seven days a week unless TDY or on leave.
  • This is a Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90).
  • The duties of this position meets all requirements as a category 4 designation,
  • and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. [IAW: DoDD 1200.7, “Screening the Ready Reserve”]
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
  • A pre-employment physical is required for this position.
  • Required to obtain and maintain the Secret security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements IOR for the GS Fire Protections and Prevention Series 0081. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the GS-11 grade level (or higher) or equivalent in other pay systems. My experience demonstrated the particular knowledge, skills, and abilities to perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of fire protection/prevention theories, principals, methods, techniques and practices to establish policies and procedures and administer a comprehensive fire protection program. Knowledge of safety and security regulations, practices, and procedures. Ability to operate and direct others in operating in stressful and dangerous conditions. Ability to plan, organize and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to formulate and effectively implement firefighting/emergency response plans and to direct personnel in such operations. Ability to communicate both orally and in writing. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Certification requirements for this position are: Fire Officer IV, Fire Service Instructor II, Fire Inspector II, HAZAMT Incident Commander, and Airport Firefighter. Position covered as secondary under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5 U.S.C. 8336(c), and 5 CFR 831.902]. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
