The Program Coordinator is responsible for defining the mission and vision of the service, developing the scope of practice for all clinical staff, implementing best-practice programming, and assuring implementation of quality improvement measures. The incumbent is responsible for developing, planning, clarifying, administering and managing all clinical services. Administratively, is responsible for the direct clinical and administrative supervision of both the licensed and unlicensed staff.

Duties

Major duties include, but are not limited to the following: Essential Administrative (Supervisory) Responsibilities (45% of time) Has direct/indirect administrative and programmatic supervision of 8 FTE at the Omaha RRTP: License specific Social Work supervision as assigned Practicum/internship students supervision as assigned Has final oversight responsibility for the 19 beds in the RRTP. Has final oversight responsibility for the RRTP programming has line and staff authority for resource allocations within the RRTP. Ensures efficient operation of the RRTP. Coordinates admissions to the program ensuring timely access and appropriate admissions Responsibilities include supervision of interdisciplinary staff, professional management, and administrative responsibilities that are complex in scope. Specifically, the incumbent has the supervisory responsibilities noted above, manages the budget for MH RRTP, represents MH RRTP on the facility Mental Health Leadership Committee and Mental Health Executive Leadership, and interacts with HR in all matters of RTP hiring and disciplinary action, and otherwise has primary responsibility for all aspects of administration both within MH RRTP Service and in the relationship of the Service to the VA facility. In that capacity, decisions are made exercising wide latitude and independent judgment. The incumbent reports to the Mental Health Service Line Director but largely operates on a day-today basis in an independent manner, with full responsibility to keep the supervisor apprised of activities and any issues in need of close collaboration. Clinical Responsibilities (40% of time) Serves as the admissions coordinator for the Omaha RRTP. As needed screens patents requesting admission to the RRTP. Provides occasional psychotherapy groups and classes within RRTP. Provides input on programming for RRTP. Provides individual therapeutic contact as needed within RRTP. Academic/Teaching/Training: (5% of time) Provides clinical supervision to Social Work Practicum students, Addiction Therapy students, and other trainee's as appropriate. Provides leadership guidance and consultation to staffs of units to which assigned. Provides supervision and support to other trainees such as psychology, nursing, advance practice clinicians. Provides Recovery education to MHBS service line staff appropriate for their departments. Research/Program Evaluation (5% time) Oversees the establishment of program monitors and outcome measurements within RRTP using data-driven quality assurance processes. Other Significant Responsibilities (5% time). Has contact on a regular and recurring basis with individuals representing widely divergent backgrounds, interests, and points of view. Serves on decision-making committees at the Medical Center, VISN, and VACO levels. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if that social work degree meets the accreditation standards for a master of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website. English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part. Grade Determinations:GS-12 Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Applicants must meet the requirements for providing supervision in the state where they are licensed at the advanced practice level and should list these qualifications within the assessment narrative and their resume. Documentation is required if part of your state's requirements for providing supervision for licensure is beyond your licensure only (example: certification of continuing education credits). Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs (submission of a document with written demonstration of KSAs is highly recommended with application). Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring. Knowledge and ability to write policies, procedures, and/or practice guidelines for the program. Ability to supervise multidisciplinary staff assigned to the program. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to provide training, orientation, and guidance within clinical practice.
