The incumbent serves as the supervisor for the Accounting Section within Financial Management Service at the Fargo VA Health Care System. Provides financial advice and performs financial assistance work for internal agency operating programs.

Duties

Duties include but not limited to: Analyzes current and/or required accounting procedures to design new or improved processes Recommends revision affecting local accounting processes based on specific objectives and approaches Performs quality assurance to provide assurances of financial integrity and conformance to Federal laws, and agency regulations and practices Evaluates total financial management accounting procedures for the station by studying the accounts, reports, or procedural instructions and any legislative and program background pertaining to the accounts or operating program Evaluates proposed work programs to identify actions for incorporating them into the accounting processes Makes recommendations on the structure and operation of the accounting program Designs and/or refines a significant phase or sub- process of a complex accounting process to fit local or changing needs or conditions Analyze accounting systems or modify and adapt conventional accounting and analytical techniques to solve a variety of accounting problems Work Schedule: Monday - Friday, 8:00am - 4:30pm Position Description Title/PD#: Supervisory Accountant/PD403100 Relocation/Recruitment Incentives: Not Authorized Critical Skills Incentive (CSI): Not Approved Permanent Change of Station (PCS): Not Authorized The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirements (IOR) for Accounting Series 0510 Basic Requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position, you must also meet the qualification requirements listed below: Specialized Experience GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but not limited to: Provide financial advice and performs financial assistance work for internal agency operating programs; Advise on and/or perform financial accounting duties; Validate current processes with respect to regulatory requirements; Develop accounting procedures and resolves technical problems in executing a computerized, integrated accounting system; Monitor and control by timely recording, coding, balancing, and scrutinizing for inaccurate accounts; Reconcile accounts with manual and computer subsidiary accounts; Study existing accounting procedures and devises solutions to regulatory or production problems; Perform ongoing evaluation of accounting procedures to improve efficiency; Evaluate total financial management accounting procedures for the station by studying the accounts, reports, or procedural instructions and any legislative and program background pertaining to the accounts or operating program and performs supervisory duties in relationship to designated role as supervisor of the Accounting Section. Education: There is no educational substitution at this grade level.
