This position is located within the Fargo, ND Healthcare System. The employee serves as the supervisor for the Accounting Section within the Financial Management Service. The employee provides financial advice and performs financial assistance work for internal agency operating programs.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. Major duties listed but not limited to: Analyzes current and/or required accounting procedures to design new or improved processes Recommends revision affecting local accounting processes based on specific objectives and approaches Performs quality assurance to provide assurances of financial integrity and conformance to Federal laws, and agency regulations and practices Evaluates total financial management accounting procedures for the station by studying the accounts, reports, or procedural instructions and any legislative and program background pertaining to the accounts or operating program Evaluates proposed work programs to identify actions for incorporating them into the accounting processes Makes recommendations on the structure and operation of the accounting program Designs and/or refines a significant phase or sub- process of a complex accounting process to fit local or changing needs or conditions Analyze accounting systems or modify and adapt conventional accounting and analytical techniques to solve a variety of accounting problems Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m. (work hours may be further discussed during the interview) Compressed/Flexible: May be available Telework, Ad Hoc: Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirement for Series 0510: A. Degree: Bachelor's degree (or higher) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR, B. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 semester hours of business law; or A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position, you must also meet the qualification requirements listed below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: provides financial advice and performs financial assistance work for internal agency operating programs; advises on and/or performs financial accounting duties; validates current processes with respect to regulatory requirements; develops accounting procedures and resolves technical problems in executing a computerized, integrated accounting system; monitors and controls by timely recording, coding, balancing, and scrutinizing for inaccurate accounts; reconciles accounts with manual and computer subsidiary accounts; studies existing accounting procedures and devises solutions to regulatory or production problems; performs ongoing evaluation of accounting procedures to improve efficiency; evaluates total financial management accounting procedures for the station by studying the accounts, reports, or procedural instructions and any legislative and program background pertaining to the accounts or operating program and performs supervisory duties in relationship to designated role as supervisor of the Accounting Section. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
