This position is located within the Engineering Service at the Tuscaloosa VA Medical Center in Tuscaloosa, AL.
Duties
The major duties include but are not limited to:
Project Management
Assists senior staff members in planning, engineering management, operation, and overall coordination;
Provides advice, assistance, and information on all matters related to assigned conventional projects of moderate complexity;
Provides engineering services associated with job order contracting and construction to include evaluating tenant requirements to establish scope of work, design criteria, and estimates of design time and costs;
Provides technical assistance to support contract administration; accomplishing study/design requirements; and preparing/coordinating design packages for renovations, repairs, and/or alterations;
Customer Support
Serves as a central point of contact for status of all engineering work requests or a short-term nature;
Reviews work requests for feasibility, compliance with restrictions imposed by regulatory and statutory directives, and the impact of the planned operation and maintenance of the installation;
Stays abreast of overall developments to the degree required to achieved desired customer support improvements;
Inspects, reviews, and analyzes a variety of issues for deficiencies and/or performance issues;
Develops statistical data to provide management with customer support trends;
Maintains a working file of reference material used in the analysis process;
Compiles information to improve planning and estimating techniques;
Technical Review
Reviews and checks technical aspects such as drawings, specifications, quantities, costs, accuracy, completeness, and conformity with requirements for planned projects where precedence has already been established;
Participates in the preparation of input to procurement packages to ensure correct content and format of technical data;
Monitors drawings and the methods used in their preparation;
Prepares and maintains engineering related drawings and plans according to established guidelines, using a variety of computer-based techniques, including scanning, hand digitizing, direct file transfer, and use of highly specialized CAD (computer-aided design) graphic programs;
Long-term Planning
Participates in projects of a broad and complex nature requiring approval of advanced engineering concepts by senior staff members;
Participates in group meetings with stakeholders to discuss complex engineering and technical problem areas and proposed approaches;
Maintains contact with design engineers, technical personnel of other government activities, and private contractors to resolve common problems, such as exchanging information;
Participates in studies to address problems in healthcare quality, safety, effectiveness and efficiency; and
Perform all other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/09/2024.
Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-7) in the Federal Service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of an Engineering Technician, and that is typically in or related to the work of the position to be filled which includes experience supervising, leading, or performing work involving applying a practical knowledge of the (1) methods and techniques of engineering or architecture and (2) construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Qualifying specialized experience includes technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes; Instrument maker or model maker who performed design or development work on devices fabricated. Specialized experience also includes providing specialized program services related to reading and preparing drawings/specifications, CAD (computer-aided design), and program support. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates, AND hours worked per week.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) full years of graduate education or a master's degree or an internship that is directly related to the work of the Engineering Technician position such as engineering, construction, or industrial technology. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Combination: Applicants may also combine education and experience to qualify at this level. Equivalent combinations of successfully completed graduate level education (beyond the first year and one-half) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of the Engineering Technician position such as engineering, construction, or industrial technology. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Physical Requirements: The work involves moderate physical demands in terms of inspections, investigations, and surveys of
facilities. There is commonly some physical exertion such as long periods of standing, walking, stooping, bending, and climbing.
Work Environment: The work is performed in a well-lighted, heated, and ventilated space. The space is easily accessible by elevators or stairs. Normal office safety measures prevail. There is a fair amount of discomfort associated with construction sites on a recurring basis. The incumbent may have to wear safety equipment such as hard hats or safety shoes and be exposed to environmental hazards such as dust, high noise, fumes, and extreme temperatures.
