You will serve as an ENVIRONMENTAL ENGINEER in the Occupational Safety, Health & Environmental Office (Code 106.3) of PEARL HARBOR NSY AND IMF. A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary. COLA is subject to change at any time. Salary Range: GS-11: $83,920 - $106,610 per year GS-12: $93,143 - $120,337 per year

Duties

You will review technical work documents and process instructions for compliance with environmental policies and guidance. You will conduct assessments, inspections, surveillance and audit shipyard facilities and operations to ensure compliance with Federal, State, Navy and local environmental protection requirements. You will serve as the Program Manager for environmental subject matter areas. You will recommend to management how to incorporate/integrate existing, new and changing environmental requirements into the Command's processes and procedures. You will represent the command at meetings both internally and externally.

Requirements

• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer, managing environmental programs (e.g., Resources Conservation Recovery Act (RCRA), Hazardous Waste, Non-Hazardous Waste, Used Oil, Hazardous Substances/Spill Response, Industrial Wastewater, Clean Air, Hazardous Materials, etc.) by developing, implementing, and advising on program directives, standards or procedures to evaluate and ensure regulatory compliance. FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Engineer managing environmental programs (e.g., Resources Conservation Recovery Act (RCRA), Hazardous Waste, Non-Hazardous Waste, Used Oil, Hazardous Substances/Spill Response, Industrial Wastewater, Clean Air, Hazardous Materials, etc.) through the implementation of regulations into processes, planning/executing work assignments, preparing technical documents (e.g., regulatory reports, waste profiles, permits, plans, correspondence), and active problem solving. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
