Duties

You will provide support with the implementation of the PHNSY and IMF environmental protection program required by Navy directives and Federal/State/local environmental laws and regulations. You will assist with ensuring compliance with environmental laws including but not limited to: Clean Air Act; Clean Water Act; Resources Conservation and Recovery Act (RCRA); Toxic Substance Control Act (TSCA), etc. You will assist with conducting assessments, inspections, surveillances, and audits of Shipyard and IMF facilities and operations to ensure compliance with Federal, State, Navy, and local environmental protection requirements.

Requirements

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-12 Grade level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer leading or coordinating support for environmental programs (e.g., Clean Water, Clean Air, Oil and Hazardous Substances/Spill Response, Industrial Wastewater, Hazardous Materials and Waste, Underground Storage Tanks, Spill Prevention Control and Countermeasures, etc.) to include analyzing, preparing and reviewing environmental documents and overseeing or advising on environmental field work in support of shipyard operations. For the GS-11 Grade level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer providing analytical support for environmental programs (e.g., Clean Water, Clean Air, Oil and Hazardous Substances/Spill Response, Industrial Wastewater, Hazardous Materials and Waste, Underground Storage Tanks, Spill Prevention Control and Countermeasures, etc.) to include analyzing and/or reviewing environmental documents and conducting environmental field work in support of shipyard operations. For the GS-09 Grade level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer providing support for environmental programs (e.g., Clean Water, Clean Air, Oil and Hazardous Substances/Spill Response, Industrial Wastewater, Hazardous Materials and Waste, Underground Storage Tanks, Spill Prevention Control and Countermeasures, etc.) to include preparing and/or reviewing environmental documents and conducting environmental field work in support of shipyard operations. For the GS-07 Grade level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer assisting in supporting environmental programs (e.g., Clean Water, Clean Air, Oil and Hazardous Substances/Spill Response, Industrial Wastewater, Hazardous Materials and Waste, Underground Storage Tanks, Spill Prevention Control and Countermeasures, etc.) to include assisting in compiling or reviewing environmental documents or assisting in conducting environmental field work in support of shipyard operations. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Education may be substituted for specialized experience at the GS-11 grade level:
Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree. OR
A combination of experience and graduate education as described above that equates to one year of experience.

Education may be substituted for specialized experience at the GS-09 grade level:
2 years of progressively higher level graduate education leading to a master's degree.
