Qualifications

NOTE:  You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as providing technical advice regarding programmatic issues; and evaluating programmatic data to develop recommendations that revises current or proposed policies, laws, regulations or administrative procedures with far-reaching scope and/or evaluating programmatic data to develop complete decision packages or studies that can be used to report on program accomplishments. Your answers to the online assessment will be used to evaluate your competencies in the following areas:  Knowledge of pertinent laws, regulations, policies, directives, and precedents which affect the use of program and related support resources. Skill in applying a wide range of analytical and evaluative methods and techniques for assessing program development, execution, and improving organizational effectiveness and efficiency. Knowledge of agency programs and functions, policies, objectives, and issues, and their relationship to other federal/state/local government entities sufficient to analyze and evaluate methods and techniques for program development, execution and improvement. Ability to extend existing approaches and applying new developments to investigate critical problems or in making decisions and recommendations. Skill in written communication. Skill in applying a wide range of methods used to gather, analyze, and evaluate information concerning complex management and administrative processes, draw conclusions, and recommend appropriate action. Skill in oral communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
