You will serve as a SUPERVISORY HUMAN CAPITAL ANALYST in the MANPOWER/PERSONNEL DEPARTMENT of CDR NAVY EXPEDITIONARY COMBAT COMMAND.
Duties
You will develop, analyze, evaluate, advise on or improve the effectiveness of human capital management, organization, and manpower utilization.
You will develop, analyze, implement and evaluate managerial policies to achieve personnel readiness for the force.
You will plan work to be accomplished by subordinates, setting and adjusting priorities and preparing schedules for completion of work.
You will assign work based on priorities, selective consideration of the difficulty of requirements of assignments, and the capabilities of employees.
You will evaluate work performance of subordinates, including evaluating subordinate supervisors and/or leads and serving as the reviewing official on evaluations of nonsupervisory employees rated by the subordinate supervisor.
You will serve as expert and advisor on matters relating to position management and position classification.
You will advise on and resolve problems for complex, dynamic, and new organizations with large numbers of hard to fill, and one of a kind professional, scientific, technical, administrative and clerical positions.
You will apply complex fact finding, analytical and problem-solving methods and techniques to arrive at and provide recommendations and/or solutions to classification problems.
You will provide policy guidance/advice and assistance pertaining to reorganizations, establishment and/or deletion of organizations.
You will perform on-going studies and analyses to access position structure trends and curtail problems.
You will initiate and track all Requests for Personnel Actions (RPAs), and monitor development of annual performance plans.
You will work with Fleet Human Resource Office (FLTHRO), plan and coordinate the preparation of personnel actions for changes in organization, transfers, Reduction in Force (RIF), and realignments.
You will be responsible for the management and allocation of civilian manpower resources.
You will effectively manage the civilian manpower program to ensure requirements are properly stated, using the best possible resources, and that resources are balanced.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying civilian personnel concepts, practices, laws, policies, rules, regulations, precedents and procedures.
Experience managing civilian personnel actions such as telework management, time keeping, leave regulations, recruitment, performance, and awards.
Experience interpreting and applying military and civilian resources and manpower regulations, directives and policies.
Experience reviewing employee's performance to recommend training needs, performance improvement, or awards.
Experience utilizing all facets of Navy Manpower systems, processes and procedures, specifically the Total Force Manpower Management System (TFMMS) and the TFMMS Micro-Management Change Application (TMMCA) software.
