You will serve as a DEPUTY DIRECTOR EXPEDITIONARY PLAN AND PROGRAM REQUIREMENTS in the of CDR NAVY EXPEDITIONARY COMBAT COMMAND.

Duties

You will share in the management, direction, coordination, and control of all missions related to the N8 Directorate function for the command. You will serve as subject matter expect and liaison, and in the absence of the Director, as the senior advisor for all matters concerning planning and programming, warfighter requirement validation and experimentation execution. You will direct, manage, and support alignment of Strategic and Operational Guidance on ongoing capability and capacity gap analysis and readiness gap analysis. You will ensure the development of Fd Commander’s Guidance, Lines of Effort and Fd Campaign Plans align with Strategic and Operational Guidance and is reviewed or revised at least annually and coordinated with stakeholders and executed. You will direct the annual review/revision of the NECC Science and Technology Objective (STO) plan. You will monitor effective flow of accurate readiness data from the Readiness Costing and Reporting Program (RCRP) to the Defense Readiness Reporting System (DRRS) and other Authoritative Data Sources (ADS).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethics Conduct at 5 CFR 2635.101.
  • This position is Non-Combat Essential (NCE).

Qualifications

GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and expert knowledge of the mission, organization, and operations of the Navy including: Navy expeditionary, construction, logistics, force protection, and explosive ordnance warfighting. Experience and expert knowledge of the Navy's programing, financial management, ERP (Enterprise Resource Planning), readiness processes, and other enterprise-level management tools. Experience and expert knowledge of the DoD the Planning, Programming, and Budgeting System (PPBS) and its implementation and use within DON, as well as interfaces with OSD OMB and Congress. Experience and expert knowledge of the basic principles and objectives of governmental budget formulation, presentation, and execution, especially related to DOD. Experience and strong working knowledge of expeditionary warfare equipment maintenance programs. Experience and strong analytic skills with a variety of tools with an ability to derive meaning from large sets of data. Experience and outstanding leadership and communication skills. He/she must be able to present ideas clearly, convincingly, and concisely as well as listen effectively. Experience and ability to communicate effectively with elected, appointed, and government service personnel at all levels - both orally and in writing. Experience and ability to acquire, parse and evaluate pertinent data and conduct cost/performance/historical trend analyses of expeditionary readiness. Experience and knowledge of Program Management and its implementation and use within the Department of Defense.
