You will serve as a SUPERVISORY STRATEGIC PLANNER in the Plans Department, N5 of COMNAVSPECWARGRUFOUR.

Duties

You will analyze and interpret higher-level policy, Congressional mandates, DOD, SOCOM, and NSW policy to develop recommendations for CNSWG-4 in strategy, integration, and synchronization of maritime assets. You will design and conduct statistical analyses and produce reports to address research questions, data, and findings as well as reports and information for SBT-12, 20, 22 and NAVSCIATTS internal needs and response to external requests as required. You will monitor the progress of the strategic plans ensuring all goals and benchmarks are met, re-evaluating and adjusting as required. You will maintain a portal-based information management system to post pertinent information regarding the various applicable theater plans ensuring that components and staff have complete visibility. You will perform a range of departmental administrative and supervisory functions. You will develop and translate Commander’s strategy and strategic guidance into executable actions effectively and authoritatively to represents Group FOUR’s strategic concepts, policies, and plans at Flag/SES levels. You will utilize the Joint/Navy planning process to develop long range strategic/operational plans in line with the commanders intent.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is subject to random counterintelligence scope polygraph examinations.
  • You will be required to obtain and maintain an interim and/or final TOP SECRET SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing and managing complex, multiyear strategic plans and policy including methodical strategic planning, and interpret high-level policy to develop recommendations supporting the commands interest on matters impacting maritime assets.
