You will serve as an ENVIRONMENTAL PROTECTION SPECIALIST at the Public Works Department Jacksonville, a part of NAV FACILITIES ENGINEERING SYSTEMS COMMAND SE.

Duties

You will conduct hazardous waste inspections, inventories, record keeping, and environmental deficiency identification and tracking in support of environmental laws and regulations You will compose reports that identify milestones and actions for environmental programs. You will analyze organization mission to identify and prioritize actions and resources to reduce environmental impacts. You will analyze environmental issues to formulate alternative plans for environmental compliance You will provide advisory services for senior management, supervisors, staff and operating officials on matters concerning environmental compliance and prevention programs. You will respond to and oversee spill response team actions.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Working with Hazardous Waste management and providing expert advice and technical guidance on those programs; 2.) Applying laws, regulations, and DoN/DoD guidance pertinent to Hazardous Waste management in a field setting; 3) Inspecting regulated waste facilities including RCRA Part B Facilities, Less-Than-90-Day Sites, and Satellite Accumulation Points; 4) Preparing, updating and implementing environmental protection plans; 5) Ensuring compliance with Federal, State and DoD environmental regulations; 6) Coordinating and executing an Inspection Program for environmental compliance program management. **NOTE: Your experience must be fully supported in your resume.** Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
an LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience.

NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
