This vacancy is for an Audiovisual Production Specialist position in the Center for New Media and Promotion located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Duties

Plans, organizes, and directs the work of writers, editors, actors, narrators, musicians, set designers, audio and lighting technicians, camera operators, Writes original scripts based on information gathered from subject matter experts and other research. Responsible for filming people, in their normal work area and occupation, to produce local training videos, Video News Releases, feature stories, and public service announcements. Develops appropriate on- and off-screen narration to convey information to the desired audience. Writes original scripts utilizing the determination of pacing and timing of any dramatic elements, narration, conversational, and musical portions of the program.

Qualifications

For the GS-09 Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes performing a variety of audiovisual functions to produce video programs from concept through completion; to include the planning and coordinating, producing, and presenting television, multimedia, and audiovisual presentation support. OR Education: A Master's or equivalent graduate degree in a Major study such as photography, radio or television production, motion picture production, or other fields related to the position. OR 2 full years of progressively higher-level graduate education leading to such a degree in a Major study such as photography, radio or television production, motion picture production, or other fields related to the position. OR A combination of education and experience. For the GS-11 Specialized experience: For the GS-11, Have one year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: Editing audio, video, and/or digital multimedia communication to develop audiovisual products for the purpose of training, sharing information, and educating the public on programs; Incorporating special effects, graphics, and/or materials in various design elements; Developing production schedules to include coordinating staff activities, administrative, and logistical arrangements; Producing and scheduling programs on multi-media publications; Experience with the principles and methods of video production, tools, and delivery systems, including web security, privacy policy practices, and user interface-viewing issues; and experience with the principles, methods, tools and techniques of developing or applying technology using visual, audio, graphics, and other media. OR Education: Ph.D. or equivalent doctoral degree in a Major study such as photography, radio or television production, motion picture production, or other fields related to the position. OR 3 full years of progressively higher-level graduate education leading to such a degree in a Major study such as photography, radio or television production, motion picture production, or other fields related to the position. OR A combination of education and experience. For the GS-12 Specialized Experience: Specialized experience: For the GS-12, Have one year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: using audio-visual production equipment to record actors, locations and scenarios in order to produce Audio Visual Products ranging from news features, public service announcements and interactive productions, to training and informational videos on virtually any topic; present information via live radio or prerecorded broadcasts to inform and entertain; strong ability to manage all aspects of overall production to include: creating budgets to support Audio Visual productions; developing and executing production schedules for Audio Visual Production E.g. Producing Call sheets, producing Shoot Schedules, maintaining shoot schedule to ensure timelines are kept; securing logistics for on-location shooting, E.g. Scouting of locations, securing filming permits, researching local ordinance regarding public filming; selecting crew members; Directing crew members during production; orchestrating actions of participants; determining selection, placement and angles of cameras to ensure industry standard is upheld; monitoring/controlling technical quality of the product. Education: Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
