This vacancy is for a Audiovisual Production Specialist position in the Department of Commerce located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other Audiovisual Production Specialist, 1071-9/11/12, FPL-GS-12 positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Directs all technical personnel required to complete field and studio production assignments, including camera operators, sound technicians, lighting directors, associate producers, production assistants and teleprompter operators.
Uses audio-visual technology to create productions ranging from news features, public service announcements and interactive productions, to training and informational videos on virtually any topic.
Produces a complex video shoot from start to finish without supervision.
Responsible for planning, creating, coordinating, and implementing multimedia productions for the Census Bureau such as special event documentations, live broadcasts of important activities, and public service announcements.

For the GS-09
Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes: Assisting with the production of multimedia and audiovisual materials; assist with operating a high-definition video camera; assist with staging equipment and people in studio and remote environments.
OR
Education: A Master's or equivalent graduate degree in a Major study such as photography, radio or television production, motion picture production, or other fields related to the position.
OR
2 full years of progressively higher level graduate education leading to such a degree in a Major study such as photography, radio or television production, motion picture production, or other fields related to the position.
OR
A combination of education and experience.
For the GS-11
Specialized experience: For the GS-11, Have one year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: Editing audio, video, and/or digital multimedia communication to develop audiovisual products for the purpose of training, sharing information, and educating the public on programs; Incorporating special effects, graphics, and/or materials in various design elements; Developing production schedules to include coordinating staff activities, administrative, and logistical arrangements; Producing and scheduling programs on multi-media publications; Experience with the principles and methods of video production, tools, and delivery systems, including web security, privacy policy practices, and user interface-viewing issues; and experience with the principles, methods, tools and techniques of developing or applying technology using visual, audio, graphics, and other media.

Education: Ph.D. or equivalent doctoral degree in a Major study such as photography, radio or television production, motion picture production, or other fields related to the position.
OR
3 full years of progressively higher level graduate education leading to such a degree in a Major study such as photography, radio or television production, motion picture production, or other fields related to the position.

A combination of education and experience.
For the GS-12
Specialized Experience: Specialized experience: For the GS-12, Have one year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: using audio-visual technology to record sounds and images to create productions ranging from news features, public service announcements and interactive productions, to training and informational videos on a variety of topics; present information via live radio or prerecorded broadcasts to inform and entertain; manage all aspects of overall production including designing productions within approved budgets, developing and executing production schedules, securing logistics for on-location shooting, selecting crew members, orchestrating actions of participants, determining selection, placement and angles of cameras, and monitoring/controlling technical quality of the product.
Education: Education cannot be substituted for experience at this grade level.
