The primary purpose of this position: to accomplish a variety of operations and tasks in support of organic production work loading assignments within the organization. Provides staff surveillance, procedural guidance and management controls for projected activities engaged in organic work loading and /or public-private partnership activities.

Duties

1. Supports work loading and /or partnerships for assigned area. Analyzes depot maintenance workload program requirements and opportunities in conjunction with government and private sector representatives to help devise and define effective workload strategies and relationships. 2. Assists in analytical studies of problem areas affecting or involving depot maintenance workload operations, processes and methods. 3. Participates in briefings, meetings, committees, boards, etc. and may be required to represent the organizations at meetings/conferences. 4. Works to achieve and support quality improvement in all products and services.

Requirements

  • The work is primarily performed in an office setting, which is adequately lighted, heated and ventilated.
  • Visits to production area involve exposure to noise, machinery, and environmental hazards. Personal protection equipment may be required when visiting production areas.
  • The work is mostly sedentary, although walking, bonding and standing for extended periods and lifting/handling of marketing and exhibition materials is occasionally required. Visits may be required to production areas.
  • Frequent and extended use of computer hardware and software is required.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of creditable specialized experience may include the knowledge of the basic principles of a MAINTENANCE WORKLOAD ANALYST and/or the ability to gather and analyze basic facts and draw conclusions. maintenance and production; gather and analyze basic facts and draw conclusions; works with other specialists in planning and conducting special initiatives,studies, and projects. This experience must have been at a level of difficulty and complexity sufficient to demonstrate the ability to perform the duties of this position. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: 1 full year of graduate level education or superior academic achievement from an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of the specialized experience and education as described above that equals 100 percent when combined to equal the required 1 year of specialized experience needed for this position. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of creditable specialized experience may include the knowledge of the principles, concepts, and theories of industrial maintenance and production methods, and the standard practices, methods, and techniques sufficient to perform difficult, but well-precedented assignments and/or the knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. OR EDUCATION: A master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.M related to this position from an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of the specialized experience and education as described above that equals 100 percent when combined to equal the required 1 year of specialized experience needed for this position. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of creditable specialized experience may include the knowledge of maintenance and production operations, workload management and general business operations and functions and/or ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. OR EDUCATION: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M related to this position from an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of the specialized experience and education as described above that equals 100 percent when combined to equal the required 1 year of specialized experience needed for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-¬grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirement for the GS-07 level. One year at the GS-7 level is required to meet the time-in-grade requirement for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirement for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of maintenance and production operations, workload management and general business operations and functions. 2. Strong written and oral communication skills. 3. Ability to collect, organize, analyze, and present data as a basis for decisions by senior management. 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5. Ability to plan and organize work and consult effectively with co-workers. 6. Ability to build and maintain positive working relationships with workloading, production, public and private customers, and administrative staff, as well as management both within and external to the organization. 7. Ability to research, analyze, interpret and apply rules, regulations and procedures, working independently and in a selfdirected manner to continually initiate and implement process improvements leading to greater efficiency, effectiveness and customer satisfaction. 8. Ability to apply lean, safety, security and health principles, practices and procedures and to understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is a developmental (GS-07 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Ideal Candidate: Competent in commonly used analysis tools and office applications (i.e., excel, power point).
