Do you have experience leading Architecture and Engineering (A/E) project teams in the planning, design, and construction of multi-million-dollar facilities and associated equipment? This position is responsible for coordinating with NIH IC, senior executives and other staff regarding the planning and execution of major renovation and new construction projects.

Duties

As a Lead General Engineer in ORF, you will: Plan, design, and oversee the construction of multi-million dollar construction programs. Oversee and maintain a close watch on the progress and status of assigned facility projects, and take appropriate action to ensure that progress and schedules of the projects are not hampered. Plan and develop requirements, procedures, and directives necessary for carrying out new and renovation construction projects. Work closely with other Divisions within ORF to move assigned projects through design and construction from inception to completion by serving as a key technical point of contact. Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program Issues under review, and deadlines and time frames for completion. Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation, and communication of work-related information to the supervisor periodically. The DTR maintains state-of-the-art knowledge and develops new technologies to improve energy efficiency, maintenance, and operations. DTR has conducted studies that are the basis for NIH's Bio-Environmental Engineering Research Program. These studies have set numerous National and International Standards for Better Indoor Air Quality and Greater Energy Conservation. The following standard-setting organizations have adopted the NIH research findings: American National Standard Institutes (ANSI) American Society of Heating and Refrigeration, and Air Conditioning Engineers (ASHRAE) The American Institute of Architects (AIA) Academy of Architecture for Health, and The International Academy on Indoor Air Quality.

Requirements

Qualifications

In order to meet the Basic Qualification Requirements of a Lead General Engineer, GS-0801-14 position, you must have: A. a degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board of Engineering and Technology (ABET) as a professional engineering curriculum; OR B. a degree in professional engineering that includes differential and integral calculus and courses (more advanced that first-year physics and chemistry) in 5 of the following 7 areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials (stress-strain relationships); (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials (relating particle and aggregate structure to properties); and (7) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR C. be registered as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico; OR D. be currently registered as an Engineering Intern (EI) or an Engineer in Training (EIT); OR E. successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.; OR F. successfully completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above; OR G. successfully completed a curriculum that led to a bachelor's degree in engineering technology OR in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. In addition to the Basic Qualifications above, to qualify for a Lead General Engineer, GS-0801-14 position you must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning and designing work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities; leading site investigations and evaluating data obtained to determine feasibility, topography, and site configuration; preparing statements of professional scope of work and negotiating contract specifications and design changes; monitoring project reviews, readjusting money, schedules and work required to complete assigned projects; ensuring construction projects are compliant with health, safety, and environmental rules and procedures.
