Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management, Blaine, WA and Yuma, AZ. Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.

Duties

In this Facility Operations Specialist position, you will become a key team member of Homeland Security professionals involved in analyzing facility needs, identifying and working with management to resolve complex problems, and administering complete lifecycle maintenance and repair programs, operations, and phases to plan for and maintain facilities and their respective building systems. This position starts at a salary of $86,962 (GS-12, Step 1) to $134,435 (GS-13, Step 10) Major duties will include: Coordinating various projects, initiatives, and operational contracts within Border Patrol and Air and Marine Program Management Office, a maintenance and operations organization with a wide variety of trades or technical disciplines. Communicating with representatives of other work units to address changes and problems that affect outside organizations, such as the Department of Defense, the General Services Administration, the Department of Transportation, the Department of the Interior, and the United States Department of Agriculture. Providing expertise and guidance to other Facility Operations Specialist employees in the unit. Analyzing work requirements and determining staff resources, equipment, and other resources needed to accomplish work assignments, as well as serving as a purchase card holder and/or approving official. Serving as a Contracting Officer Representative for various operational contracts in increased complexity and/or size, which includes developing statements of work and independent government cost estimates, monitoring contractor schedules and work completion, and reviewing and approving invoices.

Experience: You qualify for the GS 12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting facility operations, special projects, and/or utilization improvement studies as part of a team. Providing guidance on activities related to facilities maintenance and repair, including, but not limited to heating, ventilation, and air conditioning systems, evaporative cooling systems, emergency generators, plumbing lines, and pipe graded and electrical transformer loads. Performing analysis, facilitation, reporting, and providing recommendations for process improvements. Applying or modifying techniques involving repair, maintenance, and modification of equipment, facilities, facilities operations, or services. You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Conducting facility operations, special projects, and/or utilization improvement studies independently. Providing guidance on activities related to facilities maintenance and repair, including, but not limited to heating, ventilation, and air conditioning systems, evaporative cooling systems, emergency generators, plumbing lines, and pipe grades and electrical transformer loads, and providing support to other team members in related areas. Performing analysis, facilitation, reporting, and providing new recommendations for process improvements independently. Developing new techniques involving repair, maintenance, and modification of equipment, facilities, facilities operations, or services. Current and former federal employees may be required to serve or complete a probationary period.
