The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Major Duties and Responsibilities (MDRs)
NCTC's Office of Technology Services (ITS) is hiring IT project managers (PM) to work in the operations and development groups. IT PM's lead projects that enable ITS to operate physical and virtual infrastructures that provides NCTC's computing, storage, network capabilities, and software that manages and secures the data. PMs also oversee development and maintenance of various systems and applications that drive the NCTC mission.
Accomplish IT projects or programs that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure alignment with strategic or corporate objectives; define and review of customer and stakeholder requirements; follow plans and schedules throughout the life of the project.
Analyze program alternatives.
Communicate project plans and schedules based on a clear understanding of customer requirements and information on project cost, schedule, quality, and performance.
Mitigate project risks by identifying the risk tolerances customers and other stakeholders to determine overall acceptable levels of risk; conduct risk analysis to identify and prioritize risks; characterize threats and opportunities to determine mitigation strategies.
Monitor project teams to ensure project is completed on time, effectively apply team building and coaching techniques, and exchange project or technical information with team members and contractors at formal and informal meetings.

Required Qualifications
Through understanding and demonstrated work in the following competencies: attention to detail, customer service, oral communication, and problem solving.
One year of IT-related experience to include training/certifications or program or project management experience within the last five years.
Program management, analytic, and critical thinking skills, including the ability to conduct program and management assessments, identify needs and requirements, and develop non-linear process improvement recommendations for implementation across the Intelligence Community.
Ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; excellent use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
Experience examining project successes and failures and making expert recommendations to improve products and services; ability to deal with service failures and prioritize customer needs.
Ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs.
Based on assignment, may require Project Management and/or Contracting Officer's Technical Representative (COTR) Certification or ability to obtain within first year.
Education
Bachelor's Degree.
