The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
NCTC's Office of Information Technology Services (ITS) seeks a manager to lead the Technology Group. This position will be responsible for implementing a technology strategy for the center and leading a group handling strategy and innovation; data and analytics; as well as governance and mission support.
Work closely with ITS and mission partners to develop and execute a strategic plan to shape NCTC's technological direction and drive innovation, ensuring technology initiatives align with business objectives.
Lead a professional staff in successfully defining and managing complex programs and projects.
Provide substantive feedback to include career development counseling and skills development.
Lead project teams to ensure project is completed on time, effectively apply team building and coaching techniques, and exchange project or technical information with team members and contractors at formal and informal meetings.
Develop analysis of program alternatives.
Manage and assess the status of assigned projects on a continuous basis, to include resource management and contractor support.
Develop and sustain partnerships with both internal and external working groups throughout the Center and across the IC.
Qualifications
Mandatory Requirements:
At least four years of program or project management-related experience, which demonstrates proficiency in each of the following competencies:
Attention to Detail; Customer Service; Oral Communication; and Problem Solving
Bachelor's and/or Master's Degree in Computer Science, Engineering, Technical, Technology, Information Systems, Business, Project Management, Management - or 10-12 years related professional experience (Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.)
Expert experience in providing leadership, oversight, and guidance to the effective management of complex projects; in managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources using quantitative analysis to project requirements.
Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Ability to multitask and change focus quickly as demands change.
Superior ability to develop effective professional and interpersonal relationships with peers and colleagues in the ODNI, the IC, and USG, and to earn their confidence and trust to manage negotiations and consensus building.
Current PM level 1 and COTR level 1 certifications or the ability to obtain them within 12 months.
