Duties

Serves as the school liaison officer (SLO) with responsibility for the oversight of all installation Child and Youth Services (CYS) issues involving public schools and their relationship to the local military community. Functions as an intermediary between and advocate for parents/youth and school administrators. Assesses needs and serves as the focal point for gathering and disseminating information concerning the local schools. Works closely with the Youth Education Liaison Services (YELS) Specialist and other CYS staff to successfully integrate CYS initiatives Programs with school resources to meet the needs of constituents. Serves as a member of the Installation Child and Youth Evaluation Team to ensure compliance with regulatory requirements and CYS baseline standards. Ensures program contributes to achieving and maintaining DoD certification. Serves as Subject Matter Expert on installation child and youth SLS. Prepares reports, surveys, and briefings for command and installation on matters pertaining to SLS. Procures supplies and equipment to support program goals and objectives.

Requirements

  • Must be at least 18 years of age at the time of appointment.
  • Direct Deposit and Social Security Card is required.
  • Meet qualification/eligibility/physical/background requirements for this position.
  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy to include annual influenza vaccinations.
  • A one year probationary period may be required (either initially or upon conversion, if applicable).
  • Successful completion of annual training requirements within the prescribed time frame and demonstrated on the job competence is required.
  • May be subject to an irregular hours, evening and or weekends.
  • Satisfactorily complete an employment verification (E-Verify) Check.
  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation. The Crime Control Act must be successfully completed and maintained.
  • Successful completion of Foundation and Annual CYS Management Training is required.
  • Travel to on and off post locations required.

Qualifications

Successful completion of a 4 year college or university degree with a major course of study/substantial course work which directly relates to a CYS field: early childhood / elementary / secondary / special education, child / youth development, psychology, youth program administration or a closely related field such as social work, home economics, physical education or related behavioral sciences. OR A combination of education and experience--courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition, all candidates must possess: 1. Minimum twenty-four (24) months work experience in a child/youth or a public school child/youth program. 2. Program administration experience in child and youth programs. 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. 4. Ability to communicate effectively orally and in writing in English. 5. The physical ability to lift and carry up to 40 lbs, walk, bend, stoop and stand on a routine basis.
