Duties
WHAT IS THE TAXPAYER SERVICES DIVISION?

Vacancies will be filled in the following specialty areas: Taxpayer Services Customer Account Services.
The following are the duties of this position at the full working level:
Provides help desk support to customers in various paper and electronic processes, procedures and requirements necessary to file information returns electronically, including processing applications and creating an account to file electronically.
Provides a full range of technical assistance to customers including troubleshooting problems and issues, identifying causes of problems, explaining filing/processing requirements, determining steps to be taken, and providing solutions to resolve issues to ensure electronic files can be transmitted and prevent future problems. Refers unresolved or more complex problems and issues to the lead or Subject Matter Expert (SME) for resolution.
Navigates through numerous screens, systems, research tools, and IRS technology to determine if control files/records have been created, identifies file problems, and resolves a wide-range of technical issues and problems.
Verifies the processing of electronic files submitted by the customer through the information return processing system, and provides information and confirmation to customers on the status of transmitted and retransmitted files, including but not limited to waivers, and extensions to file.
Supports the testing filing process for electronic information returns to ensure records can be transmitted in the correct format and meet IRS electronic filing specifications; ensures required fields will post to the IRS Master File; and ensures customers understand processing requirements for electronic information return filing.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
GS-08 SPECIALIZED EXPERIENCE: One year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-07) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance.
To be qualifying your experience should demonstrate the following:
Experience with a moderate range of research, investigative, and diagnostic methods, procedures and principals in order to identify file problems;
Advise customer on required corrective actions;
Experience with IRS and information return filing regulations, operations, and procedures governing a wide-variety of information reporting transactions in order to resolve error conditions;
Experience with data content, input and output from systems, error codes, abbreviations and terms used in system monitoring and controlling utility programs to resolve problems;
Experience interpreting and resolving problems based on information derived from system monitoring reports;
Experience with various forms of automation;
Experience with various command codes used in IDRS to retrieve, access, or extract data and information.
GS-09 SPECIALIZED EXPERIENCE: One year or twelve (12) months of specialized experience equivalent to the next lower grade level (GS-08) in the Federal government. Specialized experience is experience that is related to the work of this position and has provided you with the competencies required for successful job performance.
To be qualifying your experience should demonstrate the following:
Experience with a wide range of research, investigative, and diagnostic methods, procedures and principals in order to identify file problems;
Advise customer on required corrective actions;
Experience with extensive and diverse IRS and information return filing regulations, operations, and procedures governing a wide-variety of information reporting transactions in order to resolve error conditions;
Experience with the data content, input and output from systems, error codes, abbreviations and terms used in system monitoring and controlling utility programs to resolve problems;
Experience interpreting and resolving problems based on information derived from system monitoring reports; experience with various forms of automation;
Experience with various command codes used in IDRS to retrieve, access, or extract data and information;
Experience providing clear and concise replies in order to exercise diplomacy in contacts with external customers, transmitters, filers/payors or authorized representatives.

COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
