This position is located in the Employee and Labor Relations (ELR) Division within the Office of Human Resources, Peace Corps headquarters, Washington DC. Reporting directly to the Chief, Employee and Labor Relations, the incumbent in this position will be responsible for performing a variety of duties required for the management of Peace Corps Employee and Labor Relations and Performance Management programs.
Duties
The Human Resources Specialist (Employee & Labor Relations/Performance Management)) performs the day-to-day assistance, interpretation, information, guidance, research, and case management related to full range of employee relations, labor relations, and performance management for both domestic and overseas employees. This work is privy to sensitive and confidential information involving Peace Corps wide employee and labor management issues. Incumbent demonstrates excellent judgement and confidentiality in managing and releasing information on a need-to-know basis.

FP-3 (Equivalent to the GS-13) To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-4 or GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: directing or leading special assignments or projects and resolving complex HR issues or problems and provide advisory services on employee and/or labor relations, such as performance management, disciplinary actions, bargaining unit contracts, labor law, or investigating misconduct cases; conduct in depth analysis to advise on labor management and/or employee relations issues; and advising managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and/or performance problems.
FP-4 (Equivalent to the GS-12) To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-5 or GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: Providing advisory services on employee and/or labor relations, such as performance management, disciplinary actions, bargaining unit contracts, labor law, or investigating misconduct cases; conduct in depth analysis to advise on labor management and/or employee relations issues; and advising managers about appropriate disciplinary or other corrective techniques that are responsive to a range of conduct and/or performance problems.

Time-in-Grade Requirements:
If you're applying for this vacancy as a status candidate you must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Please note: Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases (e.g., the FP-09 is the lowest entry-level pay and the FP-01 is the highest senior-level pay).
