About the Position: This position will serve as a Supervisory IT Specialist (CUSTSPT) with G6, Fires Center of Excellence (FCoE) located at Fort Sill, OK. The incumbent of this position will serve as the FCoE Chief Information Officer and G6 who will be the principal information systems staff adviser and consultant for the Center.

Duties

Coordinate IT modernization strategy and budget program. Determine current and future information systems, equipment, facilities, supplies, personnel, and funds needed to support the mission. Coordinate information management, knowledge management and collaboration to manage the implementation of Army Knowledge Management program and use of web-based sites and services. Enforces Army and MACOM policies regarding development and use of websites and other collaboration applications and methods. Manage secure use of information technology. Exercises direct supervision and control over a civilian staff consisting of technical and administrative personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • May be required to work overtime. May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This position is eligible for certification IAW DoD 8570-01-M, 12/19/05.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually,
  • in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • TDY (temporary travel) duty is approximately 10% of the time.

Specialized Experience: One year of specialized experience which includes the following: Develop an organizations policies, procedures, and strategies governing the planning and delivery of IT services to develop new standards; Evaluate the impact of technological change to a large organization and conceive solutions to technical issues; Apply IT project management practices which include developing plans and schedules, estimating resource requirements and monitoring activities; Analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design; and Perform duties as a senior, lead or supervisory IT Specialist. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). The OPM Qualification Standard provides the following definition: specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail: Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards; (2) Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support; (3) Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement; and (4) Problem Solving:Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
