Duties

Provides professional reference, research, patron guidance and assistance, and related services, using a broad range of current and retrospective sources in a variety of formats. Acts as a Library Liaison to one or more educational departments within the Institute. Participates in collection management and evaluation for the library by developing factual data, such as usage statistics for certain journals or books. Performs Interlibrary Loan Services. Supports the Supervisory Librarian with the smooth and efficient operation of the division.

Qualifications

Conditions of Employment Continued Knowledge of engineering and scientific subject matter may be required. Adequate knowledge of computers, and how they work, along with accompanying troubleshooting skills. May occasionally be required to work other than normal duty hours. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207). The work requires some physical exertion such as long periods of standing, or recurring activities such as bending, crouching, stooping, stretching, or recurring lifting of moderately heavy items such as boxes of books or journals. A physical may be required. Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for Librarian Series, 1410. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT/INDIVIDUAL OCCUPATIONAL REQUIREMENT: Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade, GS-09, or equivalent in other pay systems. Examples of specialized experience includes providing professional reference and research services for a library; applying established practices and techniques to recommend solutions to library problems, questions, or situations; ensuring consistent application of cataloging rules and procedures, and agency policies and regulations; providing instruction on library resources and services; and performing interlibrary loan services using various automated systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. NOTE: You must submit a copy of your transcripts. OR EDUCATION: Successful completion of 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of graduate level education and specialized experience as shown above. NOTE: Only graduate educations in excess of 2 years can be combined with experience to be considered qualified based on combination of experience and education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in--grade requirements to be considered eligible. One year equivalent to the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of all aspects of library theories, principles, concepts, methodology, operations, functions, and management to perform the professional and administrative duties of the positions. Knowledge of online database searching and research technique and capabilities of post-processing to meet user requirements. Working experience with the application of computers for locating and retrieving information within an academic library environment; including local applications such as word-processing, spreadsheets, etc., and national bibliographic utilities or sources, such as OCLC, specialized databases and the Internet. Skill to work efficiently and independently, as well as good interpersonal skills when interacting with customers or other library staff. Demonstrated experience in providing instruction on library resources and services in both a one-on-one situation as well as a classroom environment. Ability to communicate both orally and in writing to resolve a variety of information access problems and to convey to customers the full scope of library resources available. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
