The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Reader Services Division of the Air Force Institute of Technology (AFIT) D'Azzo Research Library.

Duties

Advises and provides counsel to employees regarding policies, procedures, and directives of management. Plans, organizes, and directs the activities of the reader Services Division of the AFIT D'Azzo Research Library, ensuring that division complies with legal and regulatory requirements and meets customer needs. Represents the Reader Services Division with a variety of meetings with Institute, AFRL, consortia, vendor, and other internal and external functional organizations. Researches, interprets, analyzes, and applies proper library guidelines, policies, regulations, etc. Establishes, develops, and maintains effective working relationships with faculty, students, researchers, administrators, and community users.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for Librarian Series, 1410. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: at least one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit a copy of your official transcripts. OR a total of at least five (5) years of a combination of college-level education, training, and experience. This education and experience establishes conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: Your resume must clearly describe this experience, and you must submit a copy of your official transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include providing professional reference and research serviced for a library; applying established practices and techniques to recommend solutions to library problems, questions, or situations; ensuring consistent application of cataloging rules and procedures, and agency policies and regulations; providing instruction on library resources and services; and/or performing interlibrary loan services using various automated systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of library science, objectives, and philosophy of library services, and understanding of library procedures and their application in the AFIT environment. A fundamental knowledge of library related digital technology and the theories involved is required, including the ability to maintain credibility with others on technical matters. A graduate degree in library sciences and background in management is required by civilian accrediting agencies for librarians serving a graduate faculty and student body. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing and to apply communication skills in inspiring, motivating, and guiding unit personnel to accomplish goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
