Duties

WHAT IS THE COMMUNICATIONS AND LIAISON (C&L) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Communications and Liaison (C&L); Office of Legislative Affairs, District Congressional Affairs Branch The following are the duties of this position at the full working level. Facilitates legislative and non-legislative relations between the IRS and Congress in conjunction with a senior liaison and the National Director for Legislative Affairs. This is accomplished by maintaining continuing liaison with members of Congress and their staffs. The incumbent furnishes authoritative information regarding IRS policies, programs, operations and activities. In coordination with a senior liaison, formulates and implements a comprehensive plan to carry out Legislative Affairs initiatives. Adapts Legislative Affairs initiatives to local congressional offices' preferences, priorities and available resources to accomplish program objectives. Evaluates the effectiveness of ongoing initiatives in achieving Service goals and identifies and implements changes needed to improve program effectiveness, and/or communicates needed modifications to responsible functions. Establishes and controls program objectives, systems, standards, and evaluation criteria for Congressional Affairs Program within assigned states. Plans and carries out feasibility, costs, and other types of comprehensive analytical and evaluative studies of current and contemplated Legislative Affairs operations to ensure accomplishment of the Service's goals.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience equivalent to the GS-12 level in the Federal Government. Specialized experience for this position includes: Experience with project assignments that required a range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish projects or studies concerning the efficiency and effectiveness of program operations Experience with program management techniques to accomplish program objectives. Experience with the operations of Congress, its relationship with the executive branch, the legislative process, the role of the General Accounting Office, and the roles and responsibilities of the Office of Legislative Affairs, to identify and act on significant risks Experience with Tax Law and Legislative Analysis. Experience with oral and written communication to write effective reports, proposals, and agreements; to make clear, professional oral presentations; to build effective partnerships with IRS officials, other Federal agencies, and Congressional staff members AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
