The primary purpose of this position is: To serve as Vehicle Operations Flight Dispatcher and Operator at Kirtland AFB with delegated responsibility for receiving all types of calls and dispatching a wide variety of vehicles and personnel throughout Kirtland AFB and off base responses.
Duties
As a dispatcher, answers all incoming telephone calls and obtains or provides information as required.
Dispatcher maintains logs and reports for Vehicle Operations Flight communications work center recording all vehicle movements and personnel activities.
Response Dispatch. Upon response notification, incumbent will dispatch equipment and personnel following established emergency response procedures in accordance with checklists and standard operating guides.
Executes activation of Vehicle Operations Flight and base level recalls for military and civilian recall as requested by Squadron Commander or Installation Commander.
Position requires the exercising of safety and security principles as outlined in local, Air Force and Department of Defense procedures.
Drives and/or operates various motor vehicles.

- May, on an irregular or emergency basis, operate vehicles having a gross vehicle weight (GVW) of more than 26,000 pounds.
- An appropriate, valid driver's license is required.
- Shift work maybe required.
- 20 minute lunch breaks are required on designated shifts.
- Required to work other than normal duty hours, which may include evenings, weekends, and or holidays.
- Recall to duty may be a requirement of this position.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft for required training and or certification purposes.
- Must be able to obtain and maintain a secret security clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. (Cont’d)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administration Support Positions, Dispatching Series, 2151.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill sufficient for establishing and maintaining effective working relationships. Knowledge and general understanding of Command programs and policies related to dispatching and Vehicle Operations, to include "10 Series" code. Knowledge of frequently used and clearly stated instructions and regulations to respond to a range of recurring questions. Knowledge of installation safety and traffic rules and regulations for operating vehicles. Knowledge and skill in operating one or more electric, gasoline or diesel vehicles. These vehicles may have a gross
vehicle weight of up to 32,000 pounds. Knowledge and skill in reading and understanding installation maps and other locator documents and in determining the shortest and safest route.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of specialized systems equipment, operation, techniques and procedures, to include the "10 Series" Codes. Knowledge and ability to communicate effectively both orally and in writing.
2. Knowledge of safety requirements as outlined in applicable safety standards, regulations, and technical orders. Knowledge of the computer programs in order to track vehicle status, manning, number assignments, resolve discrepancies and prepare reports.
3. Knowledge of frequently used and clearly stated instructions and regulations to respond to a range of recurring questions, Knowledge and skill of defensive driving techniques and of traffic and safety regulations, practices and procedures pertaining to motor vehicle operations.
4. Knowledge and skill in operating gasoline or diesel powered vehicles with a gross vehicle weight (GVW) of up to 32,000 pounds such as trucks, vans, passenger buses, and/or wreckers. Knowledge and skill of handling, hauling and techniques the safeguarding and protecting cargo.
5. Skill in operating communications equipment to include use of the "10 Series" code.
6. Ability to act calm, rational and to speak clearly and distinctly at all times while interviewing people and gathering information. Reliability and dependability to meet pickup and delivery deadlines and schedules.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
