About the Position: Serve as a senior Public Affairs specialist responsible for researching, assembling, writing and disseminating sensitive, critical and complex information for both internal and external publics on a wide variety of subjects in support of the Army's mission. This position is located in Arlington, Virginia.

Duties

Review and analyze programs and policies for their relationship to public opinion. Develop trends on controversial issues raised by the news media or public. Evaluate the effectiveness and efficiency of the internal information, news media relations and community relations programs in achieving greater understanding of the Army's mission and programs. Analyze information needs of the public and of special interest and demographic groups and develops effective methods of meeting these needs. Assist in determining and carrying out the objectives of the Army public affairs programs. Develop public affairs plans for specific issues or projects, addressing the needs of the target audience, most appropriate communication techniques, and recommended approaches.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a Secret Clearance be obtained and maintained.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience for the GS-11: One year of specialized experience which includes assisting in the preparation of public affairs communications, and community relations plans for informing and involving the public and the media on controversial issues; reviewing written materials conveying complex information for dissemination through the news media or directly to various publics; assisting in the development of program recommendations from an analysis of public feedback through media or directly from the public affected; and preparing oral presentations to explain programs, projects or activities to both internal and external audiences. This specialized experience is equivalent to the GS-09 grade level in the Federal service OR Education: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as public relations, business, or media relations. (Note: You must attach a copy of your transcripts.). OR Combination of Experience and Education: Specialized experience as described above, but less than one year; and at least two years of graduate education as described above, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) Specialized Experience for the GS-12: One year of specialized experience which includes assisting in the preparation of public affairs communications plans for informing the public, and the media on agency priorities and objectives; producing written materials conveying complex information in clear concise language for dissemination through the news media or directly to various publics; assisting in the development of program recommendations from an analysis of public feedback through, news coverage and/or social media engagements; and preparing oral presentations and strategies to explain programs, projects or activities to both internal and external audiences. This specialized experience is equivalent to the GS-11 grade level in the Federal service. Education
