This vacancy is for an Administrative Specialist in the Office of the Secretary within the Department of Commerce.
The Office of the General Counsel provides legal services for all the Department of Commerce operating units. The incumbent provides support services to senior level management and staff by performing administrative, technical, and clerical duties related to the efficient functioning of the office to facilitate accomplishment of the manager's duties and the mission of the office.
Duties
As an Administrative Specialist, you will perform:
Perform administrative duties with instruction but generally without substantial supervision of individual tasks, including receiving, screening, and routing telephone calls and visitors from other Federal organizations, private industry, and the public; arranges domestic and foreign travel including scheduling transportation, making reservations, and preparing travel orders and vouchers.
Provide human resources support as assigned, including preparing recruit packages to fill staff vacancies, and serves as the intern coordinator for the Office.
Support all phases of a comprehensive agency-wide records management program which includes records, drawings, disposition, retention schedules, forms management, vital records, and mail operations. Implements, monitors, maintains, and supports various administrative programs to include records management, files management, property management, security reports; and performing a variety of administrative support functions for the Office supervisors and staff as well as providing technical support services to facilitate the workflow of the office.
Carryout program activities and specialized research assignments on matters of significance that involve departmental programs and policy issues. Conducts special research studies of departmental programs, policies, and initiatives.
Research and obtain background information for required actions through available tools such as automated databases, historical
files, and review of previous or current studies/projects on related topics.
Review and evaluate special projects and action items coming into the Office. Assist and advise staff on all procedural and administrative aspects of action items.
Respond to administrative inquiries and resolves a variety of conflicts on administrative polices and processes among organizational issues. Evaluate administrative procedures and determine when changes need to be made and independently work to implement necessary changes.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the GS-12 level: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience:
Performing administrative functions in the following areas: Time & Attendance, Travel Arrangements and reimbursement vouchers, and Purchase Cards (procurement of supplies)
Performing records management to include records, retention schedules, forms management, vital records to support organization's mission.
Evaluating administrative processes and programs to provide recommendations for improvement
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
