About the Position: This position is with The Chemical Biological Center (CBC). The Chemical Biological Center (CBC) is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project (DEMO). The pay band DB-04 is equal to the former GS-14 step 01 through GS-15 step 10. THIS IS AN INTERDISCIPLINARY POSITION AND MAY BE FILLED WITH ANY OF THE LISTED OCCUPATIONS

Duties

Serve as Division Chief providing technical advice in all aspects of research and development activities involving complex engineering and scientific efforts, including resource management oversight for the division. As principal expert on research and development programs, oversees planning and development of resources to include policies, concepts, mission controlling procedures and guidance, and organization and functions within the division. Responsible for overall planning, administration, and direction of personnel; establishes priorities, objectives, and advises on technical and administrative matters. Supervises financial processes, product engineering, acquisition logistics, human capital management, and strategic planning and business operations, as well as efforts to improve tools for engineering marketing for the directorate.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires a Top Secret, SCI security clearance.
  • This is a mandatory drug testing position.
  • Business travel (TDY) may be required up to 25% of the time.
  • Position requires the incumbent to file a Financial Disclosure Statement OGE Form 450 initially, then annually thereafter.
  • One year supervisory probationary period may be required if not previously served.
  • The probationary period for demo employees receiving a career conditional appointment in the DB pay band is three years unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is a Defense Acquisition Workforce (AWF) position.
  • Some positions require certification in the Biological Personnel Reliability Program (BPRP) and/or the Chemical Personnel Reliability Program (CPRP), IAW AR 50-1 and/or AR 50-6.
  • If required, enrollment in the BPRP and/or CPRP is a condition of employment, which requires random drug testing and medical evaluation IAW AR 50-1 and/or AR 50-6.

Additional information about transcripts is in this document. Basic Requirement for Supervisory Engineer (series 0801, 0830, 0855, 0893): A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1.Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2.Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Basic Requirement for Supervisory Physical Scientist (1301 series): A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Basic Requirement for Supervisory Chemistry Series (1320 series): A. Degree: Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR B. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. Basic Requirement for Supervisory Operations Research Analyst Series (1515 series): Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Basic Requirement for Supervisory Computer Scientist Series (1550 series): Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. Specialized Experience: One year of specialized experience which includes: (1) Planning the work and strategic direction of a diverse group of professional scientists, engineers and technical personnel engaged in conducting research investigations/studies in support of a range of Chemical Biological Defense (CBD) applications; (2) Managing or supporting complex to highly complex and state of the art projects and programs that are critical to key Army research and development programs; (3) Ability to communicate professionally with highly technical internal and external stakeholders involved in engineering, research and development; and (4) Managing or supporting budget planning, execution, program initiation and allocation of organizational resources including policies and concepts with experience handling competing priorities in the delivery of chemical and biological solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-03/GS-13).
