About the Position: Serves as Transportation Assistant (Office Automation/Bilingual) processing transportation related documentation for 841st Transportation Battalion, Military Surface Deployment and Distribution Command (MSDDC) in Puerto Rico.

Duties

Maintains standard operating procedures for all the motor carriers as well as maintains copies of up-to-date insurance and Public Service Commission licenses. Reviews export/import freight listings, Commercial Bill of Ladings (CBLs), Transportation Control Movement Documents (TCMDs), and advanced documentation to prepare and verify amounts, codes, weights, hours, and shipping dimensions. Participates in port operations in support of exercises, contingencies, humanitarian aid, and emergency relief, among others for military cargo deploying/redeploying through military and commercial ports in the AOR. Checks source documents and exiting records prior to or while transcribing material. Transcribes/verifies to retrieve and change records that are already in the data processing system as well as to enter records into the system. Codes, transcribes and verifies shipping process discrepancies in the data transcribed. Responds to telephone inquiries regarding division matters. Prepares and distributes Commercial Bill of Lading (CBL) for all inland moves and schedules/orders trucks for cargo shipments. Provides administrative support to the Detachment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance. A background investigation and credit check are required.
  • May be required to perform extended work days/weeks to conform to military schedules. Incumbent is subject at all times to meet emergency situations.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
  • Must be fluent in English and Spanish; read, write and verbal. Defense Language Proficiency Test (DLPT) Score 2/2 is required.
  • A qualified typist is required. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • An employee has statutory restoration rights to this position. You will be asked to sign an agreement acknowledging awareness of obligation and willing to be displaced under reduction in force procedures upon return of former incumbent.
  • Position has been designated as Emergency-Essential which takes precedence over any transportation agreement or military recall status. In event of a crisis situation/wartime, incumbent must continue to perform duties/requirements of the position.

Specialized Experience: One year of specialized experience which includes 1) Preparing transportation related documentation; 2) Determining the most efficient economical rates and routes to final destination involving domestic inbound and export shipments; AND 3) Utilizing automated systems to advance the movement of cargo throughout the area of operation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsComputer LiteracyTransportation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
