Duties
Inspect owner's residence and at warehouse during packaging, loading and unloading packages.
Render reports for contractor evaluation and reviews contractor/carrier documentation for accuracy and completeness.
Report repetitive violations, recommends punitive action, compiles and provides supporting documents and regulations for review and action.
Ensure inventory is complete and report on damage and missing items is accurate.
Note workmanship, neatness, and courtesy of contractor.
Inform interested parties of the intent of applicable regulations and directives for transportation.
Assist customers by providing information concerning the claims process, professional gear, contractor information and resolving disputes with the contractor.
Ensure the customer understands the contractor and their own personal responsibilities in connection with the shipment of their personal property.
The position involved may effect substantial cost to the government in terms of service and customer satisfaction.
Approval or disapproval of the facility for use by the government to include a review of the fire detection and reporting systems.
Prepare and processes inspection reports for contractor evaluation and reviews contractor.
Resolve and reports a wide variety of technical problems and unusual occurrences.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires a National Agency Check and Inquiries (NACI) background investigation.
- Must be able to obtain and maintain appropriate valid state driver's license.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- May be required to work various hours to include holidays, weekends, or on-call duty to support of related mission requirements.
- A qualified typist (at least 40 wpm with 3 or fewer errors) is required.
- Must be able to obtain and maintain a Government vehicle operation certificate, within 30 days of employment.
- Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements.
- This is a Temporary position for 12 months. A temporary position may be extended to a maximum of two years and may be terminated at any time during the duration of the appointment, depending upon the needs of management.
Qualifications
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed NTE:30-SEP-2024 by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
Temporary Appointment NTE - Position may be filled as a temporary appointment NTE: 30-SEP-2024. Temporary appointments may be extended up to a maximum of three (3) years.
Current permanent Federal employees (to include permanent Army employees) applying for a temporary appointment will be appointed/converted into a temporary appointment with no statutory return rights back to a permanent position.
When a current Army employee applies to a JOA opened for a temporary or term appointment, the action will be a conversion to a temporary or term appointment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes: 1. Experience in processing inbound/outbound inspection data through Transportation Operational Property System (TOPS), Defense Property System (DPS) and/or other required systems. 2. Experience in preparing and processing Inspection Reports for contractor evaluation and reviewing contractor/carrier documentation for accuracy and completeness. 3. Experience in recommending approval, disapproval and/or verifying need for additional services and processing the information through appropriate systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Transportation and Logistics Management.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
