This position is located in the Small Business Administration (SBA), Office of Human Resources Solutions (OHRS), Office of Organizational Effectiveness Division (OED), in Washington, DC. The incumbent is responsible for promoting organizational health by developing policy, providing guidance and technical assistance to SBA employees; to help or enable employees balance their work; family; other personal responsibilities.

Duties

As a Personnel Psychologist, GS-0181-11/12, you will be responsible for: Collecting and assisting in data analysis projects related to various human capital areas including work life, telework, remote work, performance management, and training and development. Developing and implementing a multi-level evaluation process to collect and analyze program data, including survey design, focus groups, interviews and data analysis. Applying personnel psychology theories and practices to accomplish varied assignments and develops professionally sound plans and techniques to improve human capital programs and policies, including improving agency employee engagement and job satisfaction. Effectively and convincingly communicating both orally and in writing information about a variety of human capital programs with senior management, all management staff levels, and program officials. Supporting and developing tools for employee selection/development, organizational assessments and other human capital issues that require the application of new and emerging theories, approaches and/or testing methods. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

Basic Requirement: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in psychology. Specialized Experience for GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector: experience in implementing and managing work/life programs to include telework, employee assistance program, backup dependent care, childcare subsidy, and transit subsidy; and experience assisting to develop program policies and procedures and disseminating agency-wide guidance; and experience developing communication and training materials to engage the workforce and bring awareness to work/life programs; and developing and implementing a multi-level evaluation process to collect and analyze program data, including survey design, focus groups, interviews and data analysis. These qualifications must be clearly referenced in your resume. OR Education (see EDUCATION SECTION below) Specialized Experience for GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector: experience in implementing and managing human capital programs to include human capital program evaluation and HR Stat; and experience developing program evaluation studies to support selection programs and human capital programs; and experience developing communication and training materials to engage the workforce and improve employee engagement; and developing and implementing a multi-level evaluation process to collect and analyze program data, including survey design, focus groups, interviews and data analysis. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 09/12/2024.

Education

GS-11: If you do not meet the specialized experience requirements, you may also qualify with education. You MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.

Successful completion of a Ph.D. or equivalent doctoral degree from an accredited college or university, or three full years of progressively higher-level graduate education leading to such a degree or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts (official or unofficial) must be submitted in support of this option. If selected, official transcripts will be required.

OR

Combination of Experience and Education as specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

GS-12: Education may not be substituted for experience for this position.
