This vacancy is for a ITSPEC (SYSANALYSIS) position in the Computer Service Division located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other ITSPEC (SYSANALYSIS), 2210-15, FPL GS-15, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Leads overall planning for and provides advice and guidance to IT infrastructure efforts of IT projects supporting IT related Census Programs.
Serves as a technical authority in cloud infrastructure, keeps abreast of new technologies, and explores new ways to increase awareness of IT Census Programs.
Confers and liaises with other Bureau divisions’ technical experts to provide support, data, and associated information and materials and speaks with others to discuss major implications, issues, solutions, and other significant concerns.
Evaluates supporting infrastructure and data solutions, and assesses system development efforts, ensuring solutions deployed are scalable,
interoperable, flexible, secure, and operationally sound.

Specialized Experience: For the GS-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 in the Federal service. Experience for this position includes: Providing expert technical advice and guidance to senior leadership on appropriate application of technology to meet current and future mission requirements; advising on maturity and viability of emerging IT solutions to include recommendations; Developing and implementing of IT capabilities and policy; as a subject matter expert, performing effective and secure software engineering within a cloud and/or hybrid systems context; Performing oversight roles within the planning implementing, monitoring, and assessing programs; Applying project management techniques and analytical processes to security planning, design, and implementation of new and improved systems; and reviewing the application of IT solutions including technological cost estimates.
In addition to the above specialized experience, your resume must demonstrate one year of Information Technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
